Will this mean Warring Kingdoms Katarina and Talon skin will still be available after the Lunar Revel? Only the listed items in the link are the ones going into the vault?

Warring Kingdoms Katarina and Dragonblade Talon are not legacy skins, so they won't be leaving the shop any time soon.
