They won't make it due to copyright reasons. They can, however, do inspirational skins (aka recolored skin) that isn't obviously a carbon copy like Toxic Mundo, Stinger Shen and King Rammus.
and marvel/disney would them with a law suit so fast it would make sonic even blink twice from the speed of it...
The last thing Riot needs is Marvel's/ Disney's legal team kicking their doors down.
Asking permission would be one thing - the worst Disney could do is say no. Doing it without their permission... there's a reason the Sonny Bono Act is also known as "The Mickey Mouse Protection Act". Disney is the big fish when it comes to copyright.
There may be some copyright issues here but if they worked that out Riot could count on my RP in an amount equal to what ever they charged for this. I would want them all.... <3
