has riot ever considered making a reverse resource bar champion

wouldn't it be a great idea to have a champion increase its resource with abilities and aa's and drain it by using abilities and aa's in another form ?

imagin a champion that can switch between pyro and cryro to either absorb and store heat to cc the opponent or to release heat as extra damage and/or scorch/ignite people.

reksai kind of uses this concept a little bit, above ground abilities and aa fill rage bar, but while underground she consumes rage in order to heal.

I would like such a concept for a new support. Basically the mechanic from Moira in Overwatch. You deal damage with skills and AAs collecting a resource, then switch stance and use the resource to heal your allies.
