Are we ever gonna see Dr. Rath, the scientist in Twisted Fate's Bio?

While we have many "mad scientist" types in the game, (Ziggs, Singed, Mundo, Viktor) he's already in the lore. It would be nice to see all the characters mentioned in champion bios come into the game. Even if they're never used as champions, they should still play an important role.

Also more Riot related art would be nice :-)
