[Champion Concept] Jargo, The Magnificent Sharpshooter
Bio:
Jargo is the self-proclaimed 'Greatest and most Magnificent Sharpshooter in the History of Runeterra'. Most would rightfully say that that is a highly arrogant statement for any person to make, and they would be correct in it. However once one get to witness Jargo with his signature slingshot know as Stolt, they may start to believe in the claim too.
"The Magnificent Jargo is here!! Come to revel at Jargo's amazing capabilities!" A man one day shouted in the centre of a Demacian square. The man was standing on wooden crates, he was dressed in intricate purple, white and gold attire, wearing a large mighty top hat and thick round goggles. In his left hand he was holding his massive slingshot like a staff. Jargo was continuing to boast about his skills as he let a crowd gather, all wanting to know what this peculiar character would have to offer. Once satisfied with the crowd he started to demonstrate his skill. He had some town kids to run around and place apples at various locations such as rooftops, the other side of the square or to throw several up in the air and shoot them all down before they hit the ground. While impressive, it did not quite live up to the hype he gave himself.
"You're pretty good, but I have troops in my squad just as good but without the... obnoxious attitude" an army sergeant told Jargo after his performance. "It seems like there are some sceptics to Jargo's brilliance here in the crowd. Jargo cannot have that! You sir, who made this ridiculous claim about me, where do you live?" Jargo responded to the sergeant. The Sergeant responded; "Other side of the city". "PERFECT! If Jargo can hit the top right corner of your door from here, will you question his brilliance still?" This had to be Jargo's craziest claim thus far and the crowd and sergeant laughed at the madness. The Sergeant then gave Jargo more precise information and Jargo took aim. The shot quickly flew out of sight but Jargo looked please. "Come on dear admirers of Jargo, lets go to the Sergeants house to you can witness my Magnificence." Most of the crowd couldn't be bothered but some just had to see if he really did it, he seemed to confident. They group walked all through the city with Jargo leading with confident big strides. When they got there the Sergeants wife met her husband in distress, claiming someone had shot at their house. In sheer disbelief the crowd rushed to the house and no one could believe it. The top right corner of the wooden door had a perfect circular hole in it, when they opened the door they found the projectile stuck in the floor. The entire crowd was dumbstruck. Meanwhile Jargo climbed up on a ledge and prepared to give a speech. "You have just witnessed the brilliance of Jargo The Magnificent Sharpshooter! Remember and cherish this day for the rest of you now better lives!"
Jargo have since been seen in many cities around Tyria and he sometimes accept mercenary jobs if he deems the price to be fit for his magnificence.

Any time Jargo lands an Aimed Shot on an enemy champion he gains one stack of Magnificence up to 10. Stacks are permanent but each time he misses an Aimed Shot he instead loses 2 stacks. Hitting a minion or monster don't add or remove any stacks.
Each stack grants him 4 / 6 / 8 / 10 attack damage, 3 / 4 / 5 / 6% attack speed and 2 / 3 / 4 / 5 mana per 5 seconds. Stronger level 6, 11 and 16.
Q: Aimed Shot
Jargo charges for (1/AS) seconds to prepare to shoot projectile that deals 10 / 15 / 20 / 25 / 30 + 100 / 105 / 110 / 115 / 120% total AD physical damage that trigger on hit effects and can critically strike. While charging his movement speed is reduced by 40%

W: Rapid Fire
Jargo marks all enemies in a cone in front of him 0.5 seconds before rapidly shooting all of them. Each target takes 60 / 100 / 140 / 180 / 220 (+60% bonus AD) physical damage. If any die 75% of the mana cost and cooldown is refunded.

E: Glorious Retreat
Jargo detonates a purple, glittery smokebomb at his feet, becoming invisible for 1 / 1,25 / 1,5 / 1,75 / 2 seconds while dashing a short distance. His first Aimed Shot after reappearing also slows the target for 40% over 1 / 1.25 / 1.5 / 1.75 / 2 seconds.

Ultimate: Magnificent Brilliance
Passive: The range of Aimed Shot is increased by 200 / 400 / 600.
Jargo enters a state of absolute focus for 7 seconds. During this time his sight radius is increased to 1500 / 2000 / 2500 and the range of aimed shot is increased by the same value. In addition he also gains true sight and the ability to see over walls for the duration.
During this time AImed Shot costs no mana and each champion hit with it extends the duration of it by 1 second, up to 7 added seconds.
Cost: 100 mana Cooldown: 140 / 120 / 100 seconds.
Gameplay
Jargo is meant to be the ultimate "I am good at landing skillshots" character and to reward patience of the player. Repeatedly hitting your enemy with Aimed Shot will grant him massive combat power and once he get crit chance his pellets will really start to hurt. His ultimate is both a tremendous utility tool for his team but also allows him to land some really painful snipes on the enemy backline. His W is mostly there for some wave clear and is not really meant to be used in combat that much unless he is fighting many enemies.
Due to aimed shot slowing him by quite a lot he is quite weak when enemies get up close and personal and feels best when sitting safely behind a beefy team while unloading at his foes.
Updates list 1.1: Removed Passive stack requirement to use ult but increased the cooldown from 100 / 80 / 60 to 140 / 120 / 100 seconds. Added a 0.4 second cooldown to Q Changed projectile speed of Q to 1600 - 2500 from 1400 - 3000 Increased cooldown and mana refund on W to 75% from 50% Passive stacks are no longer lost on death
build on this guy. Giving him 140% increased attack speed. Assuming he gets 2.5 or 3% increase per level on attack speed(not listed but fairly average), he gets 320.5-329% increased attack speed in total with runes. A good 2.86 atk speed, giving him a 0.35 cd on his Q. He probably gets all the mana back if he hits a target as well. Add in R and he supposedly gets 3,900 atk range? That's the direct reading anyway, maybe it is increased TO the same value? not BY? Still absurdly huge range for a potential 35-40 shot R.
He also has a pretty easy escape ability for an ADC, instant stealth+dash
