Intro: Vivian high damage and long range mage who value precision above everything else by greatly rewarding players who aim and time their skills properly while punishing those who fail to do that.

Lore:
It's not easy growing up an orphan, especially not in the dark streets of Zaun. That was unfortunately the fate of the young Vivian. She was left at an orphanage at the age of two by her parents who she no longer remember. Even though she had without doubt a less than optimal life she didn't suffer all that much. She quickly learnt to read and she picked up an interest in the mysteries of magic. Even at the young age of 7 it was clear that she had an affinity for most magical things, and because of that she earned the title "The Little Witch". However the magic commonly used in Zaun did not appeal to her. She found the hextech technologies and other rampant uses of magic repenting, she thought the magic was ill and misused.
This went on until one day when she was 11 years old. And elderly man was preforming magic on the streets, however this magic was not like any magic she had seen before. The magicians tricks were relatively simple, he for example used his magic to bring a string of wool through the head of a needle and then he used it to embroider a piece of cloth, which he later sold to the highest bidder. There was nothing flashy about his magic but Vivian was in trance. When the magician was done she plead him to each her his ways. Flattered and surprised he accepted her as his apprentice. For 5 years she followed the magician around, Uncle Tim she called him. In addition to being a street performer Uncle Tim owned a cloth store in which he sold embroidered fabrics and clothes in beautiful patterns.
It only took a few years for Vivian to be able to embroider delicate figures and shapes and with this new workforce the shops production and reputation solidly grew. Uncle Tim taught Vivian that precision is everything, because with precision comes perfection and with perfection comes beauty. Vivian held those words extremely close to her heart and with time her magic grew more and more beautiful. Until one day when it suddenly took a malicious stop. A competing shop had grown tired of losing their customers so they hired a pair of assassins to assassinate Uncle Tim and burn down their shop. When the attackers came, Uncle Tim ordered Vivian to hide and he tried to fight them to no avail. His overwhelming skill was not enough to compete with the brute force of the assassins and soon fell. Filled with rage and vengefulness Vivian then stepped out of her hiding place and faced the two assassins head on. Smug faces was forming on the assassins faces and Uncle Tim, who was still concious, cried in terror when he thought of what could happen next. All of their faces quickly turned to shock when Vivian threw a bunch of needles up into the air and with the perfect precision the needles penetrated every single weakspot on the two assassins. Between the bones and muscles and through the heart, eyes and other organs the needles flew. The assassins screamed in agony while the onslaught continued, until they both laid lifeless on the floor. Once she had calmed down she went to embrace her fallen master. He had only a few more moments but he was happy. "You're a lot stronger than I thought and I couldn't be more proud... Now go, follow your ambitions and make me even prouder." he said with his dying breaths and died there after. After the incident Vivian went out to discover the world and with Uncle Tim's words as guidelines, she spent over two decades perfecting her art before eventually applying to join the League.
** Passive: Perfect Arcana**
To Vivian, for magic to be beautiful it need to both be precise and used efficiently. Thus all her abilities have a Perfect Arcana requirement. If Vivian achieve Perfect Arcana when using an ability, she restore 2% of her maximum mana and all her cooldowns are reduced by 25% of the base amount.
Additionally, achieving Perfect Arcana on subsequent abilities grant her 10% increased ability power that stack up 4 times. However, using an ability without achieving Perfect Arcana consumes one stack. This effect last 8 seconds.

Vivian sends out two magical needles that travels 1600 units in an arc before colliding at the targeted location. The missiles deal 60 / 100 / 140 / 180 / 220 (+60% AP) magical damage to enemies it pass through.
Perfect Arcana: Enemies hit by both missiles in the colliding zone takes additional 25% damage and if a champion is hit, Perfect Arcana is achieved.
** W: Perfect Sphere** Cost: 60 / 70 / 80 / 90 / 100 mana Cooldown: 16 / 15,5 / 15 / 14,5 / 14 seconds Range: 1000 Missile Speed: 1000
Vivian creates a perfect sphere that travels out to the targeted location before expanding. Enemies who stand in the expanded orb are silenced and have their movement speed reduced by 20% and after 1,5 second the orb implodes, dealing 80 / 125 / 170 / 215 / 260 (+70% AP) magical damage to all enemies inside it.
** Perfect Arcana:** If an enemy champion have been silenced for the full duration when they take damage, they will be rooted for 1 second and Perfect Arcana will be achieved.
** E: Arcane Shield** Cost: 60 / 65 / 70 / 75 / 80 Cooldown: 14 / 13 / 12 / 11 / 10 seconds Range: 800 Vivian shield a targeted ally champion, absorbing up to 60 / 95 / 130 / 165 / 200 (+50% AP) damage over 2 seconds. At the end of the effect the shield burst, dealing damage equal to the total damage absorbed to enemies around the target.
Perfect Arcana: If the shield breaks in less than 3 seconds the damage is dealt instantly and the shield is refreshed.
Ultimate: Arcane Missle Cost: 100 mana Cooldown: 20 / 18 / 16 seconds Range: 1200 Missile speed: 2400
Passive: Vivian also got 5 / 7,5 / 10% bonus magic penetration for each stack of Perfect Arcana.
Vivian sends a quick moving, small magical projectile that deals 180 / 240 / 300 (+75% AP) magical damage to the first enemy champion hit (ignores minions) and slow them for 99% that diminishes over 1 / 1,5 / 2 seconds.
Perfect Arcana: This ability achieve Perfect Arcana as long as it hits an enemy champion.
