Not sure if big hands means-- ... ( ͡° ͜ʖ ͡°) Are his hands disproportionate somehow? They're like this on all his skins?

Most skins are applied to the characters existing rig. So, we needed to keep his hands large so they would match the weighting/proportions of his existing rig. If we didn't match the models and made his hands smaller they wouldn't animate properly.
We can sometimes get away with making pizza feet smaller since feet movement is mostly up and down, but in general we try and keep character proportions as consistent as possible on all skins.
Also, to note, we don't generally look at champions from the angles shown. So if something looks "odd" front straight on, it may look fine in game.
xD Yeah, I think it's because his classic skin has those weird things on his fingers and they don't want to have to make his hands smaller, so they just recolor them, maybe?

They may have made his hands large so that the "claws" on his base would be more accentuated.
