Hey GreenOnionRam! You really only got one person to respond, so I'd like to help you out and offer some feedback. Please don't feel obligated to change anything, it is your champion concept, but another pair of eyes can help out a lot.
I'll start with the passive:
Passive | [Protective Aura] Upon taking damage that would bring you below [30]% health gain a spell shield that blocks the next enemy ability, and heal for [5]% of your total mana.
Cooldown [60]
The idea behind this passive could be cool, we currently have no champion who truly has spirits formulate a shield around them although I think Annie had concept art for it. But it doesn't make too much sense for an ADC. Nuoli is not going to build mana, so her heal shouldn't scale around mana. While I can see Nuoli building Essence Reaver, that gives you mana but doesn't increase your maximum mana. I would change the heal on this ability to a flat heal that scales with level, or if you want to encourage a particular stat have the heal scale off that.
Q | [Bladed Bow | Self Cast] Quickly spin around slashing enemies with your bladed bow. This deals [20/40/60/80/100]+[45]% AD damage and inflicts grievous wounds for [5] seconds.
Cooldown [5/5.5/6/6.5/7] , Cost [50/55/60/65/70]
This ability confuses me. First of all, I don't know the range on it. I'm going to assume its no bigger than Sion W range, as any larger would be ridiculous. But normally ADC's do not want to get within close range of an enemy. This ability encourages Nuoli to get within close range of an enemy, despite the fact she wields a bow and arrow. If this ability functioned like Darius's Q, with it knocking enemies who are hit by one of the zones away, I can understand it. This ability's range and cast zone makes me think you'd use it to escape or retreat, but it's purpose is for damage. I personally think you should change this ability.
W | [Phantom Arrows | Toggle] Swap your arrows for phantom versions that convert [10/15/20/25/30]% of your autoattack damage to magic damage.
Cooldown [3/3.5/4/4.5/5] , Cost [4/6/8/10/12 per second]
This ability flat out needs buffs in my opinion. Besides the fact that its not all that interesting, it feels like a weaker Corki passive, it could technically gimp your damage and weaken you. Because this ability by default doesn't make you do any more damage, at least not necessarily, it's going to feel unsatisfactory. If you simply change the ability so it adds a portion of your AD as magic damage to your autos rather than converting it, its going to feel a lot better. Although I still would try to make it more interesting/unique than just "do magic damage on autos".
E | [Ghost Dash | Targeted] Teleport a medium ranged distance to a target area and become untargetable for [1.5] second. If used while phantom arrows are equipped you deal [10/25/40/55/70]+[20]% AP true damage in a small radius around you and knock back all enemies instead of becoming untargetable.
Cooldown [5/6/7/8/9] , Cost [20/40/60/80/100]
This ability seems ridiculously strong. A dash is already great to have on an adc, but 1.5 seconds of untargetability too?? Maybe you could give some high movement speed buff, like +100 flat movement speed, for a short duration and give you untargetability during it. Thus it'd be like a dash you can control cause its quick but short.
The second feature, dealing true damage and knocking enemies away instead of being untargetable is again very wierd for an ADC. An ADC does not want to jump in close range to knock enemies around and deal heavy, close range damage. That sounds like what a bruiser would do, even a tank if the damage was removed. This feature doesn't seem to have much tactical use either. It almost feels like you were trying to make Nuoli's W a stance swap ability, but their isn't a tactical reason you pick one stance over the other. It should be very clear that one toggle is used for X while the other is used for Y.
R | [Phantasmal Archer | Self Cast] A phantom of yourself hovers above you and attacks all enemies you autoattack (similar to pix). This phantom deals [50/100/150]+[20]% AD damage + [5]% of the enemy's max health as magic damage, and shares attack speed with Rosett. This ability lasts for [6] seconds.
Cooldown [100/125/150] , Cost [100/125/150]
While I love the potential for this ability, I can picture how cool it could be (particularly with this character's look), it falls flat gameplay wise. In game this ult is just a big stat buff that makes you do more damage, with less downtown. This ability could be so much more interactive and cool if there was more too it. If you could interact and use the Phantom more. Currently her ult is just boring stat buffs (with a really cool look) that the best Nuoli player and the worst Nuoli player in the world will use with the exact same efficiency. Unlike Azir or Ashe, who's ults are a lot more fun to use because the better you use them the more rewarding they are and satisfying to use.
Overall you got a real cool concept with a lot of potential but in game it doesn't deliver as well as it could. Nuoli should have a purpose and personality that is clearly defined and shown in the kit. But she doesn't. And a good Nuoli and a bad Nuoli is most clearly seen by how well they position, not how well they use their kit. I would try and raise Nuoli's skill cap and add some interesting mechanics that, while healthy and fun, aren't like what you've seen with other champions.
