[Skin concept] Surprise Party Bard

Who doesnt wanna see bard as a clown? Id like to see this sort of theme anyway.

His chimes would be noisemakers and his Q would be a bundle of streamers and wrap around whatever you catch.

His W would either be a cream pie or cake and when its stepped on by a champ and spent they're splattered for a few seconds.

His E can be a funhouse tunnel and while you're traveling through it you become a smily emoji.

Finally his R would drop a surprise party on the target with a table full of presents in the center and confetti with streamers are going off.

Oh and of course his meeps would be little clowns that explode into confetti when he throws them, spreading farther when the meeps start AoEing.
