(Champion Concept) Lyurri - The Spirit of Empathy
This is my attempt at creating an interesting support champion who does NOT use mana, and instead has a new resource to manage.

Jubilance - Passive - Lyurri stores a percentage of damage dealt near her (Does not reduce damage) and converts into Jubilance. Lyurri uses Jubliance as a resource for her abilities. Once filled, Lyurri deals and receives 30% bonus damage, Lyurri can spend all of her Jubilance to cast Calming Circle, or one basic spell without causing a cool down.* Jubilance stacks up to 200.
Penance - Q - Lyurri sends out a pulse of white light at an ally or an enemy. If cast on an ally they are hasted* by 10,20,30%. If cast on an enemy, it deals 80 / 115 / 150 / 185 / 220 (+ 80% AP). Any champion between her and her target receive the same effects. Cool Down 10 seconds. Consumes 50 Jubilance.
Haste* Increases both movement speed and attack speed.
Catch / Release - W - Lyurri Neutralizes the next enemy spell with a travel time (anything stoppable by a Yasuo Wind Wall, or Braum Shield) within 2 seconds. Lyurri is then able to release that same spell back at a targeted location. The spell retains the properties of the original spell, but any damage it would have dealt is reduced by 50%. Cool Down 40, 38, 36, 34, 32 seconds. Consumes 100 Jubilance.
Flight! - E - Lyurri flits to a target location, if she is near a champion when the dash completes, she receives bonus 5, 7.5, 10, 12.5, 15 armor and magic resist. If the champion she is near is an ally they receive this bonus as well. If the champion is an enemy, they receive -5,7.5,10,12.5,15 armor and magic resist. Cool Down 14 seconds. Consumes 75 Jubilance.
Calming Circle - R - Lyurri creates a zone of peace on the ground, causing enemies standing in the circle to be slowed by, and deal 30,40,50% less damage to allies. Allies standing in the circle when cast receive a shield for 30,40,50% max health. This shield builds rapidly over two seconds while the allied champions remain in the circle, and falls off at an equal rate after leaving. Cool Down 120, 100, 80 seconds. Consumes 200 Jubilance
(* The effects of the spell cast with no cool down can not be stacked. If cast again the spell will just refresh the duration. Calming Circle can not be cast twice in a row with this effect. The amount of Jubilance that can be stored, and the rate at which it is stored can be altered for balance.)
