You can go look at any old video of League, or website, etc and see he's been the exact same for this long. Why? I get he's getting reworked finally, but it's been EIGHT YEARS.

Because it wasn't as glaring as Sion etc.? You can only do so many champions at once.
Some champions have to wait, it's the nature of the game. Nunu isn't the only one though, there's champs like Mordekaiser and Mundo who still look like they did 9 years ago. Mundo turns 10 next year, and still looks like he did on launch.
