The report system doesn't pick up indirect toxicity, which bothers the shit out of me.

Which is also why we need manual reviews, just played a game where my gnar was doing everything he could to make me feel terrible because I didn't gank his lane, and usually when they type "XD", you know in reality, they're being a douche bag. It even comes to a point where they start flooding all chat with "Report Zac XD" and spreading rumors of shit I didn't do, and of course I further on get reported by multiple people. This has got to be worse than any other form of toxicity in my eyes, getting people from the enemy team to believe that you're the issue, when in fact he is. I dont know, it really fucking makes me upset and it happens all the fucking time. Too bad whenever I report someone for this, they always seem to continue playing.

It's actually really simple.

if (reports > 0) { review(); }

Don't worry about multiple reports, Riot really doesn't care how many reports someone earns from a single game. The only part of a report that matters is it's validity.

Asking for reports, particularly in the way you describe, actually counts as harassment and you should use that report option when reporting people like this.

In addition to what the other user said, the report system can pick up on things like "XD spam" or lines with "XD" in them to appear non-toxic - but those are relatively minor and aren't going to get a punishment over one game unless it's extremely spammy. Your reports will however add to their record and potentially contribute to future punishments if this is a common thing for them.

Also, asking for reports is considered to be negative behavior by the IFS. Reporting them for that contributes to their punishment.
