Cathryn, Duchess of ______
Yo. I've been thinking of random champs whilst working for a long time now and thought I'd share an idea of mine.
My concept of Cathryn is of an older woman past her prime who's kept her city-state/really small country safe. She uses political prowess, an extensive information network, loans, and her nigh strength of will to rebuff other countries attempts to gain a foothold in her domain. I see her as having been a bit of a roguish youth who got picked up by the previous ruler of _____ and subsequently trained in political maneuverings and information gathering. Through extensive training and work she rose up in the ranks of the other chosen children, until, she took control herself. She is now 60ish years old, tough stubborn, and training her own apprentices to take over when she starts to slip. I see her mainly being used as a support and as an interesting pick mid(only against someone without uber wave clear).
I attached an image of Queen Elizabeth from Civ 5 as an example of the kind of fashion I'd like to see this regal old lady to wear.
Anyways character design: Cathryn runs on Influence which works similarly to energy except that persistent abilities reduce her maximum influence. When a persistent ability ends the maximum goes back up and influence restores as energy would. Her cap is 200.
I'm not going to bother balancing stats, but, she should be similar to sona/nami/lulu type sups.
Passive: Political Debt:
Basic attacks apply a stack of "Political Debt" equal to 3/5/7/10% of her remaining influence +.005%AP rounded up. Champions with "Political Debt" owe Catheryn and therefore will not damage her until their debt is paid. (Political Debt stacks act as a shield equal to the # of stacks there are). Stacks on enemies return to 0 on that enemy returning to their fountain.
Q: Political Burden: cost 50 influence, not persistent. Cathryn throws a writ(can look like an official scroll that travels in a thin linear skill shot), putting the target in political debt applies (25 + 10/15/20/25/30% remaining influence) as stacks of political debt does minor dmg + %AP and a small slow (Low base dmg to avoid lvl 1 spam cheese victory) 750ish range CD: 2secs on cast
- The purpose of this spell is to make the enemy wary of how many stacks they're getting, if they allow you to get too many stacks a trade will eventually be unfavorable and they'll be forced to go back or take the unfavorable trade and hope to regen it back somehow. 750 range i feel is reasonable for the enemy to try and counter by diving you. The 2 sec cd isnt so bad as max influence will only allow you to rapid cast 5 times in a row provided you're not using any influence on anything else and each with diminishing returns on the stacks of debt.
W: Recruit Apprentice/Transfer Loan
** Recruit Apprentice: **
Cost 50 influence (persistent)
Click on minion and recruit it as an apprentice. It will look like Cathryn to enemies, different shade to allies.
CTRL click to control. It will have melee minions stats +5/10/15/20/25% +.01% AP.
It will stack "Political debt" through Cathryn's passive as if it had 50 influence.
Grants gold based on minion you used when killed

The purpose of this skill is to allow Cathryn another mechanism to gather information and catch people off guard. Which Cathryn is the real Cathryn? Prolly the one throwing writs at you.
** Transfer Loan: ** Cost 30 influence (Persistent) Click on an allied Champion to transfer ownership of all "Political debt" to that champion. This means that all "Political debt" stacks out there will act as a shield for only the selected champion Click on Cathryn to remove the Persistent effect and take ownership of all debts again.

Cathryn can choose top lane to own the debt to build up a sizable # of stacks on the enemies bot before transferring ownership of the debt back down in the form of a large shield. Stacks persist even after Cathryn dies, so send ownership to another champion if you're going to die anyways. You cant transfer the loan for a short period after recruiting an apprentice.
E: Disguise Cost 30 influence (persistent) per Change your appearance to match the targets. You will look like an enemy or an ally unless seen with true vision. breaks if hit. Clicking on your apprentice will make her flash until you click another target to disguise your apprentice. You can have both yourself and your apprentice disguised at the same time, but at a high cost of influence. CD 10secs on cast
- This will set the health and resource bars to your show your targets status when you selected them. Using abilities or AAing may give you away Yet another way to mess with the enemies. Which adc is the real adc, their jungler is bot, err... wait, that was just Cathryn's apprentice. Is that Tryndamere split pushing or is he mid with the rest of the team. True vision, will of course see through any disguise, so vision wards will be extremely helpful vs Cathryn.
R: Calling in all Debts. Costs all remaining influence Cathryn calls in all debts, all enemies within 600 of Cathryn or her apprentice with "Politcal debt" stacks are stunned for .5 secs + .5 secs for every 50 stacks, up to a 1.5/2/2.5 sec max. She also uses her remaining influence to summon body guards to protect her for 15 secs or their death. She summons 1 body guard per 80/60/40 influence. They appear 125 units from her in a line between her and the nearest enemy. killing bodyguards grant 5g. maybe have stats similar to a siege minion w/ bonus dmg based on ap, but die instantly to turret fire. CD 100/85/70
Last thoughts: I feel like she has a lot of tools to influence the game; she can recruit and disguise a minion to mess with enemies decision making, keep her influence for quick dps, or save her influence to stack debt to better protect her allies and bring out a Bigger ult
She doesn't have good damaging ratios and CD doesn't really help her all that much. I feel this will allow for some interesting choices in a supports build. She could build on hits and still be viable, she can build tanky, she can build damage. She isn't dependent on any specific item so she can support the team by itemizing specifically to defeat the enemy. Her main issue is that she doesn't benefit from the mana regen of two of the support starting items. Attack speed is probably the most beneficial stat for her after a bit of survivability and Runaans would be a good 3rd or 4th item pick up for synergy with her passive and ult.
Playing against Cathryn I'd recommend always trading dmg. You dont want her to build up a surprisingly large shield. You'd rather her be forced to use it early. Pay attention to how full her influence is. If its never going above half she may be making efforts to mislead you or your allies with an apprentice. If she has a full influence bar and her ult is up, make sure you can burst her down or you have aoe to deal with body guards.
Yes I kind of have a lore in mind, but, haven't really followed the new Lore at all so, wanna make sure I can blend it into the world better... if there's any interest.
And please post thoughts, better ideas for numbers, how to make her better balanced, what you like, what you'd like, etc. etc.
**TLDR: ** there is no wrinkled, overweight, regal, female champion in lol. If not this champion at least make an Aged Karma skin please. I think she could pull of a good old woman champion.
