Caligula - The Mad King

Caligula was a young ruler, he had a bright future, he was undefeated in battle, was betrothed to a beautiful young woman, and was on the track of creating one of the biggest empires his Runeterra had ever seen. That was, until he discovered a sword shining bright green, with emeralds on it. It was beautiful, more beautiful than his fiancee, and he loved it so. It never left his side, he obsessed over it. He went on vacation to Freljord one night, with only 2 bodyguards. They were walking on foot, until Caligula and his men were trapped under a cave. A pile of ice rocks blocked the way, that would not clear for another week. They had supplies to last, but Caligula grew mad. He heard voices, "they're going to take the sword," and "kill them, kill them now!" So Caligula did the voices bidding, and went up to them while they slept. He slashed their throats and stabbed them. He sat in their blood, and when he finally escaped the cave, walked straight back all the way to his kingdom, and was promptly banished.

Caligula is an unpredictable assassin. He is manaless and is melee at 125 range.

Passive: Blood Bringer Whenever Caligula basic attacks an enemy, he cuts them, dealing 50/60/70/80 bonus physical damage. On the third hit, Caligula will deal 65/80/95/110 physical damage instead, and deals 40/80/120/160 magic damage over. 4 seconds.

Q: Swift Whirlwind Slash Caligula slashes forward twice, dealing 50/70/90/110/130 physical damage each time, with the second dealing 70/75/80/85/90% of the first strikes damage if they're already hit by the first. Both strikes activate Blood Bringer, and the second strike has a 40/45/50/55/60% chance of stunning for 1.5 seconds.

W: Monarch's Decoy Caligula starts giggling, and parries an enemies next basic attack, reducing all damage taken by the basic attack by 10/20/30/40/50%, and then appears behind the attacker.

E: Decapitate Caligula targets enemy champion, dealing 5/6/7/8/9% of the targets maximum health as true damage. If it kills the target, he will decapitate the enemy, and collect a head. Each head increase Caligula's movement speed by 11/12/13/14/15. This will disappear after 2 seconds, and will activate again each time a head is collected.

R: Untapped Power Caligula loses control, and the Emerald inside the blade takes over his body, granting him secret and locked powers from long before his time. This ability grants him 30/40/50 bonus AD, activates Decapitate's movement speed ability, resets all his basic spell cooldowns, and this spell can be recast to teleport to target area for 12/14/16 seconds.
