Blink, The Piltover Storm

Lore Blink, born to a poor family in Piltover was always active and exciting, but on his 10th birthday, his parents disappeared and we nowhere to be found. Blink was taken in by an old Scientist who trained and cared for Blink until the day he knew he would need it most. Blink, now 17 is training outside and suddenly a storm begins, Rain, Thunder, Lightning . This was the day his caretaker was training him for, "The Great Storm" Blink is struck by lightning on his way back to his home. The scientist found Blink and brought him back to his lab, Blink was still getting shocked. The man saved Blinks life with his new invention, "The Storm Neutralizer" which takes electricity and lets it flow throughout your body as energy and empowers you so that you can use this electricity to your advantage in the battlefield... Which is exactly where Blink was headed... The Fields of Justice.

Abilities

Passive - Shock N Awe Cooldown - 3 seconds per enemy Scaling - +.45 AD +.45 AP Description - Blink's auto attacks add shock to enemies hit and when the enemy is CRIT on by Blink, the shock does (+.45 AD - +.45 AP) Physical and Magical damage. This effect can only happen on the same target once every 3 seconds.

Q - Storm Strike Mana Cost - (70/80/90/100/110) Cooldown - (14/12/10/8/6) Scaling - +.80 AD - +.80 AP Description - Blink Strikes the area around him with a storm that instantly deals (60/80/100/120/140) Physical and Magical Damage and continues to deal (15/25/35/45/55) Magic Damage per second to enemies still within the storm.

W - Lightning Blitz Mana Cost - (50/65/80/90/100) Cooldown - (12/11/10/9/8) Description -Blink gains (20/25/30/35/40%) crit chance for 5 seconds and empowers his next attack to double strike.

E - Lightning Quick Mana Cost - (60/70/80/90/100) Cooldown - (18/16/14/12/10) Scaling - +1.3 AP Description - Blink dashes forward a short distance dealing (50/65/76/85/100) Magic Damage to every enemy passed through, and increases move speed by 2% per enemy hit for 3 seconds.

R - Electric Pulse Mana Cost - (100/125/150) Cooldown - (120/100/80) Scaling - +1 AD - +.80 AP Description - Blink sends a pulse of electricity through enemies around him, stunning them for (1/1.50/2) seconds and dealing (150/220/290) Physical and Magic Damage.

I made this concept on the old forums in 2013 :P But, I still hold true to this idea. Ofc with some tweaks now that i realize how similar to some other champs this is.
