Most if not all new skins are released a week after the patch?
It depends on the patch. Some patches, the content is enabled immediately, and others times, content may have promotional materials, or extra content (like Bilgewater did), so the content will be released later on/throughout the patch.
To get hype up, so more people buy 7.2K RP.
Advertising in the marketplace you sell your product is sure to cause people to buy your product, since they're already in your marketplace. It just lets them know what to buy.
