Delegard, The Dragon Savant
I always thought dragons were so interesting...
Delegard steps forward, pressing his palm atop the snout of the majestic creature.
They had power beyond what most mortals could dream of, yet they yearned only to return to a slumber.
The dragon let it's head fall to the ground, allowing Delegard to massage it.
But then I found something else...
The beast slept, resting with the comfort granted by Delegard's hand.
They sensed fortune, wherever it lay...
The snoring did little to bother Delegard as he came to rest beside Argent.
Even in people.

Delegard, The Dragon Savant HP: 513-1616 HP Regen: 12-31 MP: 347-795 MP Regen: 6-16 AD: 62-122 Attack Speed: .675 (+2.8% per level) Movement Speed: 345 Attack Range: 150 Armor: 31-54 Magic Resist: 29-61
Passive: Delegard can channel for 2 seconds on a dragon (excluding Mordekaiser's ghost dragon) to reduce it's health by 3000 permanently. This can only be done once per dragon, and only works while the dragon is not in combat. If the dragon is slain by the enemy team after this effect has been completed, the buff from the dragon is delayed by 90 seconds (excluding elder drake).
Q - Dragon's Adept: Delegard cycles between the types of dragons- Cloud, Ocean, Mountain, and Infernal- and uses their elemental prowess to enhance his basic attacks. Cloud drake grants him 6/8/10/12/14% movement speed, stacking up to 80%, for 1.5 seconds on hit. Ocean drake slows the hit target by it's missing HP%, up to 60%, and heals Delegard equal to that % (10% missing=10HP) plus 10/15/20/25/30. Mountain drake grants him 1 empowered auto attack every four seconds which deals the greater of 8/9/10/11/12% of his max HP and 40/50/60/70/80% bonus AD physical damage and deals 100% of his total ad in 60 degree cone behind the target, stretching 300 units. Infernal drake grants him 2/4/6/8/10% increased attack speed and 1/2/3/4/5% increased AD, stacking up to 5 times, for 1 second on hit. There is no cooldown between transitions, but this ability costs 40/36/32/28/24 MP cost on hit.
Note: There is another mode between Infernal and Cloud which has no special effects but costs no mana.
W - Dragon's Roar: Delegard roots himself for .25 seconds before spewing forth a torrent of fire, dealing 40/75/110/145/180 +30% AP +30% bonusAD magic damage to all enemies struck. Dragon's Roar has a range of 600, but deals 35% less damage past 450. This ability has a 13 second cooldown and costs 60/65/70/75/80 MP.
E - Ancient Beasts: Delegard passively gains a stack of Eternity every minute he is alive, increasing by one for every minute he was alive previously. Actively, Delegard adopts the hide of his fallen allies, gaining 30/35/40/45/50 bonus armor and magic resist and dealing 15/25/35/45/55 magic damage to nearby enemies each second for 4 seconds. For every stack of Eternity currently on Delegard, he heals for 1% missing HP on cast. This cannot heal for more than 40% of his max HP. Ancient Beasts has a 22/21/20/19/18 second cooldown and costs 90 MP.
R - Silver's Cry: Every time a point is put in this ability, Delegard can buy the item Silver's Cry from the shop for 1000 gold. This item grants him 10/15/20 AD and 150/200/250 HP while it's in his inventory, but it is a consumable. When used, the cooldown of this ability is completely reset. The item cannot be used while the active is still going. This item stacks, up to the total of 3, but there is a cooldown of 45 seconds between uses.
Actively, Delegard calls for Argent to come to his aid. After a global screech, it descends from the sky right behind Delegard. Acts as a mobile turret, attacking nearby enemies as if he was a Cloud drake that spawned at that moment, except with the 3000 HP penalty from his passive. Argent only lasts 15/18/21 seconds, but it can go any distance away from Delegard. Additionally, towers automatically target it instead of Delegard if possible, even if Argent only entered range after it focused Delegard. Silver's Cry costs 100 MP and has a 120 second cooldown.
Should Delegard die, he will still be able to control Argent by pressing R for the remainder of SC's duration.

Interaction wise, I don't have any specifics nailed down, but I expect Aurelion to give him a lot of shit while Shyvanna does her best to ignore him as he sees his mastery over dragons as a threat to her power. Since he mostly hangs out with dragons, it's unlikely that he'd have anything in particular to say about anyone else.
And of course, there's the most important thing.
His dance.
