How about making upgradable or achievement-driven skins a thing?

I started thinking of this after noticing recent discussions about cheaper skins (like Sweetheart Annie) not getting community-suggested particles (pink fire in this case) and such. That is of course because of the price-tier, which is understandable. The skin tiers are ultimately there to standardize how much time and how many resources they are going to spend on a skin, but in the future resources might free up and a small tweak to a skin could be allocated; why not make such an effort an interesting feature?

What about upgradeable skins? One could take a cheaper skin but have cosmetic enhancements available later by other means. Taking Sweetheart Annie as an example, one could get the pink fire for a separate fee, unlock it after X wins on the skin or have some kind of other limited time deal, any number of things.

Skins getting this kind of feature on release could also be especially awesome. For example, a Legacy Annie skin where you could get different colours of fire (by a feature like the Freljord Event Icons or otherwise) which becomes permanent after a certain time. Or skins that reflected things like your current Ranked placement (Bronze/Silver/Gold/etc.-coloured Annie?), number of wins in the skin, lifetime wards places, how long you've owned the skin or any number of other mechanics.
