It is the year of the marksmen skins.
A lot of the champions you listed are currently on one skin (a sol, kayn, Ivern, kled, etc.) so most likely aren't "eligible" for holiday skins for the same reason they aren't for victorious skins: Riot won't want to make a champions first post-release skin be limited edition since almost EVERY holiday skin gets vaulted in january to not come back until next December.
Soraka and Ziggs just got skins. I'd prefer Santa Gangplank or Santa Thresh.
