My Waifu Vanilla1 votesA lot of the champions you listed are currently on one skin (a sol, kayn, Ivern, kled, etc.) so most likely aren't "eligible" for holiday skins for the same reason they aren't for victorious skins: Riot won't want to make a champions first post-release skin be limited edition since almost EVERY holiday skin gets vaulted in january to not come back until next December.

My Waifu Vanilla1 votesSnow Day Bard is one of the FEW holiday event skins available year round. Yes, they COULD make a reindeer a sol skin available year round, but it will look very out of place in the store when the rest of the skins released with it get vaulted and he stays out. Snow Day Bard is an anomaly. And I still think all holiday skins should get vaulted because they are most likely only going to sell during their respective holidays anyway.

My Waifu Vanilla1 votesThat's fine. Your misunderstanding further proves my point that generally people wouldn't think about a Christmas themed skin being sold outside of Christmas time. Glancing through the shop I don't see any other "holiday themed" (Christmas, Halloween, Lunar Revel, etc.) skins available year round so Snow Day Bard is an outlier and arguably only because it was his second skin.
