I know poppy is kinda like this playstyle already but she doesn't quite fit it.
I don't care if it isn't really a dwarf but I want a shrimy dude with an axe to play as. I feel like it would be awesome to just have some tough little bearded dude running around and swearing at people in this ancient language while killing laners and junglers or whatever.

It would be cool to have a dwarf champion, but keep in mind they have to make champions based on lore and in tune with the map of Runeterra. So far, there is no mention of any dwarfs or dwarf-like civilisations throughout Runeterra - Thie closest being the Yordles of Bandle City.
This doesn't mean Riot wont "create" it at some stage, but for now it may not be likely.
No Dwarves or Elves in this world. Not sorry to inform you. :p
