Champion Concept: Mr. Graedag: The Banker of the Underworld
This my first time posting a champion concept, and I'm not really all that good with numbers, so I will let you guys calculate all the damage and range and stuff. I'm open to suggestions and feedback, so comment!

Abilities:
Passive: Pay Day! Every few seconds, Mr. Graedag next attack will do extra damage. if it kills a unit, he will have little mana restored and gain bonus gold. He will get more gold and mana from killing monsters than minions, more from turrets than monsters, and the most from killing enemy champions, also stealing some of their gold.
Other Passive: Life Insurance Mr. Graedag passively loses a little bit of his health (Or mana) every few seconds up to a certain rising limit. When he dies, he will be resurrected with the same amount of health he has lost over time.
(Alternative: When Mr. Graedag will restore health and mana of all ally champs when dies)
Q: Just Lending A Hand Mr. Graedag fires skillshot (a wad of bills maybe?) at either an ally or enemy champion.
If it hits an enemy, it will actually restore some of their mana or health, but they will gain a stack of IOU. It starts up at 10 IOU and continually rises until it goes up to 100. IOU can only be ridden of by it being lowered all the way down to zero. IOU is be lowered by attacking minions, turrets, monsters, or champions, or paid off with gold at the store. Mr. Graedag's death will also take off alot of the stacks. Attacks from Mr. Graedag and other champs will also raise the IOU. different levels of IOU give different debuffs to the emnmy.
25 IOU: Reduced armor and magic resist
50 IOU: Reduced armor, magic resist, mana and health regeneration.
75 IOU: Reduced armor, magic resist, mana and health regeneration. All debuffs on the marked champion will last 20% longer.
100 IOU: The enemy will enter Bankruptcy!. they will have reduced armor, magic resist, mana and health regeneration. All debuffs on the marked champion will last 20% longer. They will also be slightly slowed, take additional damaged from champions, and will have their location revealed if they are within a certain radius of Mr. Graedag.
the IOU will quickly go down when it hits Bankruptcy!, can only be exited by having the IOU at 100 to be lowered to zero.
If Just Lending A Hand hits a an ally champ, they will have a some of their health and mana restored.
W: Almighty Dollar Passive: Mr. Graedag is either in Body Armor mode or Scheming Mode, giving him increased armor and magic resist, or do increased physical and magic damage.
Active: Mr. Graedag toggles between Body Armor and Scheming Mode.
E : PayBack Time Mr. Graedag sends out a fast moving Debt Collector toward a very long target location (similar to Kalista's W). If the Debt Collector finds an enemy champ, they will suppress them for a short time and then die. The supress will last longer and do extra damage the higher their IOU is.
If the Debt Collector reaches the end of the path to the target location without finding an enemy champ, they will become a Goon, staying at that target location, warding it and attacking all enemy champs nearby. The enemy champ if it enters the warded range will be revealed for a short duration of time.
R: Godfather's Vendetta Passive: Mr. Graedag fights with a machine gun umbrella thing, and has a range about a third shorter than other ranged champs. He attacks at a fixed rate, and when he attacks a unit, the attack will be continuous (Like Jinx's Pow-Pow) until the unit leaves his range or he runs out and reloads for few seconds.
Active: Mr. Graedag summons 6 gang members, 8 and 10 gang members at max rank, putting them in a curved line formation in front of him. They each fire their machine guns in a large cone, and they will move in the same direction as Mr. Graedag (Just like Taric's E)
Lore:
No one knows exactly Mr. Graedag's origins, or his first name for that matter, as many who have attempted vanished without a trace. He first appeared in Zaun with a lot of cash in burlap sack over his shoulder. Many got a large loan from him, but never paid him back. They mysteriously disappeared exactly 1 month later. Didn't take too long for many to put 2 and 2 together, and his reputation quickly grew.
Mr. Graedag's crime empire slowly but steadily rose to power, plowing down and absorbing all rivals and foes. He became known for his clever, cruel, and sadistic methods to achieve victory, becoming the head honcho of the criminal underworld. Through assassination and bribery of major figures, his influence on the politics and warfare of Valoran is deeply rooted. He was eventually nicknamed as "The Godfather"
He is most widely known for doing unspeakable things to those who borrow money from him, and fail to pay him back. Some who have requested a favor from him, such as making someone disappear have eventually disappeared themselves. There are many rumors of what Mr. Graedag does when you fail to pay your debt. Some say you are sold off to fight to the death in the Noxian battle arenas, experimented on by the mad scientists of Zaun, a few even say your soul is sold off to the evil spirits of the Shadow Isles! They'll even go after your friends and family if your body and soul arent enough! Only one foolish Gambler has said to escape his debts to Mr. Graedag. Its said he made a deal with a demon and married a princess of a faraway land, but ended up being eaten by a giant catfish on his wedding day.
