Sun Wukong isn't from the three kingdoms and wasn't a real person. therefore a warring kingdoms skin doesn't make sense.
Neamean1 votesLu Bu isn't the only one to wear a feather head piece. The original Sun Wukong from Chinese mythology was commonly depicted with a feather cap. So if where to get a skin with a feather cap it would most likely be base off of the original Sun Wukong rather than Lu Bu.

Also the design of the warring kingdom skin is more based off of how the romance of three kingdom looks in Dynasty Warriors who Sun Wukong made and appearance in its cross over with Samurai Warrior, Warrior Orochi, so Wukong is tied into what the warring kingdom skin are based off of.
Another thing I never said there should be a warring Kingdom skin all i meant to say was that if a skin like what the OP posted was made it would be based of of the original Sun Wukong and not LuBu and a warring kingdom wukong wouldn't really work because the are skins for the lunar revel event thing and already have one for that event Jade Dragon Wukong.
