Champion Concept: N.I.C. - Noxus Incorporeal Combatant

I wanted to design a character that would be Noxus' answer to Zac. Someone who could play a tanky sup but also be able to be aggressive. I was also looking for some one with good utility, even if that meant sacrificing damage to make it happen. All of the mechanics can be changed if it will improve the character's design while retaining his essence. Also I'm open to mechanic and stat changes because I want the character to feel natural but challenging to the players.

Passive: Corporeal - Nic gains 5/10/15/20/25/30 armor and magic resist (at levels 3/6/9/12/15/18 respectively)

        incorporeal - Nic can move through units, gaining 5/10/15/20/25/30 move speed

Q: Hurl/Drag - Corporeal (Hurl) - Nic flings the target champion away from himself, dealing 30/60/90/120/150 + (0.6% Ability power) if an enemy champion is thrown incorporeal (Drag) - Nic pulls target champion towards him, dealing 30/60/90/120/150 + (0.6% ability power) if an enemy champion is targeted, additionally slowing enemy champion by 40% for 1 second after they have been dragged

                 Cooldown: 12/11/10/9/8 seconds

W: Re-assimilate - Passive: Nic heals himself for 10/12/14/16/18% of his missing health once every 12 seconds

                           Active - Nic heals himself and an allied champion for the passive amount. If there are no targets available or he targets himself, 
                                        Nic heals for double the regular amount. Activating this skill increases it's cooldown by 70/60/50/40/30% 

E: Possess/Dash - Nic dashes to target unit, possessing the target champion And making Nic invulnerable temporarily. If an enemy is targeted, Nic can move them for 2 seconds, (the enemy champion may still attack though). If an ally is targeted, Nic removes disabling effects and increases the target's move speed by his passive amount

                              Cooldown: 16/15/14/13/12 seconds

R: Phaseshift - Nic changes from corporeal to incorporeal or vice versa, gaining a temporary buff based on which change is made

                    Corporeal - Nic shifts to incorporeal, leaving a physical husk behind as a decoy and becoming stealthed for 1 second

                    Incorporeal - Nic shifts to corporeal, dealing 20/40/60/80/100 (+0.4% ability power) damage to all enemy units in the area as he 
                                          pulls himself together
                    Cooldown: 9/7/5 seconds
