Tick.

Leopold scanned Piltover's horizon, the pollution creating a distinctive orange haze across the city in the midst of the night. He looked down to his hex-bracer, a timer ever so conveniently augmented to it.

Tock.

For many other individuals, standing this high above the city upon the urban plateau was an uneasy feeling. One small step and it was a long way down. Leopold daringly stood on the edge, contrasting from the previously addressed crowd.

Tick.

The mechanical buzzing hissed, the capacitor strapped to his back sprawling to life. It resonated with the nearby amplifier which accompanied Leopold on the rooftop. It to began reverberating energy back and forth between the two objects. Leopold could almost feel the lifeblood of the machnes flow through him as time got closer, he--

Tock.

The fluctuation peeked, the energy bursting out into a sonic boom across the city. Light flashed and an explosion of sound thundered, and in the midst of it all, Leopold disappeared.

Tick.

And then there was silence.

Tock.

Tick.

Tock.

Tick.

Out from the fabrics of nothing, Leopold appeared again, his arrival singeing the edges of his overcoat and crisping the flats of his boots. His hair stood on end, but quickly thereafter he swept it back through pushing up is goggles from his eyes. Ash and dust collectively gathered around the outside of the goggles, leaving a distinguishable outline on his face of where the goggles once were. The event had been miscalculated, triggering a half second early. The fact that he was only half-roasted by the sub-dimensional travel was a luxury he did not know that he could afford.

Tock.

But no matter, there wasn't much time on his hands. The clock was still moving. He looked about his surroundings, finding himself within a maximum security vault. The destination was at least correct.

Tick.

He rushed through the room, eyeing the crown jewel: A Grade Twelve Hex-Power Couplet. With Piltover law only allowing up to Grade Nine, he could only imagine the possibilities and advancements that would be brought to his studies and experiments.

Tock.

He rushed to it, eager to clutch it within his own hands.

Tick.

As the couplet was lifted, the alarm rang throughout the complex. The vault door swung open, with armed guards gritting their teeth in anger.

Tock.

They rushed Leopold without hesitation. He was cornered, with no hope for escape.

Tick.

But the they were hardly a second's worth late. The recall had begun. His capacitor hummed to life once again. Quickly, he swept his goggles over his eyes, and prayed his design went to plan.

Tock.

Another thunderous clap of light scattered across the city, blinding the guards within the vault, and incinerating the fronts of those too close. As the dust settled, he was gone, yet again.

Tick.

And once more, silence filled the air.

Tock.

Tick.

Tock.

Leopold fumbled out from the gaps between seconds, landing surprisingly on his feet. He was just as scorched as he had gone in, his hair was going to need a make-over. Nevertheless, with the couplet in hand, he walked back over to the amplifier, which held a timer of it's own. He held up his bracer against it, comparing the times.

Tick.

Tock.

The amplifier was narrowly a minute behind. The ingenious prodigy could only smirk.

Leopold can channel his Recall while moving, but there is a 50% chance that it will fail, instead slowing him by 50% for 1 second. Recall can only fail if he is moving during the channel. Starting a recall then moving will cause Bootleg Experiment to trigger. Stopping movement while moving during a channel will not revert the passive.

(As always, pressing B again, attacking or using an ability will cancel a recall.)

Leopold flicks out a linear electric pulse, dealing 50/100/150/200/250 (+40%/45%/50%/55%/60% AP) magic damage to all enemies hit, then empowering his next basic attack, causing it to deal an additional 20/35/50/65/80 (+25% AP) magic damage to the the target. If the empowered attack is from a charged Subsonic Misstep, it slows the target as well by 30% for 2.25 seconds.

Hitting an enemy champion with grant a stack of Charge, and once hitting three stacks Leopold can cast Subsonic Misstep for free regardless of cooldown, and will travel farther and faster. Leopold can hold up to six stacks of Charge.

Leopold marks a small area for 2 seconds, then dealing 60/120/180/240/300 (+55% AP) magic damage to all enemies within the area, then exchanging positions randomly with all enemy and allied targets (including Leopold) within the area. If Leopold is within this area when it goes off, he is granted two stacks of Charge.

Leopold deploys a large bubble field around him, reducing all non-true damage from enemy sources from outside the area dealt to Leopold or other allied targets by 15%/20%/25%/30%/35%. 15% of all magic damage prevented this way is returned to Leopold as mana. The field lasts for 3.5 seconds.

After a 4.5 second channel, Leopold teleports to a target area on the map, dealing 250/350/450 (+60% AP) to all enemies in a small radius. For the next 10 seconds, Leopold becomes Unstable, causing any damage dealt to him by enemy champions to send him back to his original location before casting Static Teleport and refunding 50% of the mana spent to cast it and giving him three stacks of Charge.

Damage dealt from enemy champions outside of Mercurial Resonance will not return him to his original location.

When looking over a champion concept, after entering a competition, One goes in hoping to find SOMETHING negative to say.

I can't. And so I won't.

Although as a fellow summoner, who loves looking at champion Concepts, One wants new toys and goes in looking for positive things to say. I can. And so I will. EXCELLENT JOB! I LOVE everything about him. Thanks for an awesome champion.

The only thing (not really a negative statement more of a friendly reminder) I have to say is (for a bonus 10 points) don't forget to leave a link to other champion concepts in the contest.

So just popping in to give a nifty review. Like most of my reviews I will be going over the kit, not so much the lore. I am terrible with lore so bare with me. Anyways onto the show.

Passive - Bootleg Experiment

In concept this is a pretty interesting ability. Not only is this unique having a champion being able to move and recall, but it isn't exactly harmful to the game. On the other hand, I do sense a problem here. So the fact that moving with the recall increases the time it takes to do so, this is perfectly fine. However having the recall having a chance to fail? This is actually a little frustrating to say the least. Now leaving things to chance might be a good idea on an ability for like an additional effect. Though on a mechanic such as a recall is rather bad design. Just because this passive it meant to enhance his recall, its already hindered by having a longer channel time. So making it have a coin flip chance to fail will frustrate the player. Like imagine having to move while recalling to avoid damage. So now the recall is increased and then oh hey it decides to fail. Having that chance to fail will make it so that this wont get used too much. Then again just my thoughts.

Q - Subsonic Misstep

There are certain aspects about this ability that I enjoy. Mainly it is the ability to cast it as long as you have enough Charge stacks in place. That is a cool mechanic even if Rengar does hold something similar. Though one thing about this ability is the current damage on it. Now as a mage, I think of wanting to build a lot of AP to be able to deal damage. What I see here is low scaling but high base damage. Plus you also have to take into mind that you are dealing damage to multiple targets. So having the high base damage and striking multiple targets means that building tank might be a bit more viable then building AP. Plus there is a few over loaded parts to this ability. The extended range, projectile speed, being able to deal even additional damage on the next basic attack, heck even the slow just puts to much into one skill. Its even on a 4.5 second cool down. At 45% cool down, you can fire this off every 2.47 seconds. You can fire this off 5 times, this includes the 1 empowered version every 10 seconds just using this ability alone. That is 1300 base damage within that time. Might want to shave off some power here as it can prove troublesome.

W - Scrambleverse

Once again we have a shit ton of base damage that hits multiple targets. Being able to switch positions with the others in the damage zone is quite interesting. Though having it be randomly can be interesting as well. I like the fact that he can gain charges from being inside it upon cast. Overall you need to perhaps lower the base damage.

E - Mercurial Resonance

Overall this isn't a bad ability. It is a nice safe zone that gives him some utility and some potential to help your team. Gaining back mana too upon targets taking damage is pretty nice too. Good work.

R - Static Teleport

For gameplay there are several things that I want to go over here. It is a global teleport for one thing, that deals magic damage in an AoE upon arrival. For an ultimate this is fine, but a bit scary seeing as it is global. Though the Unstable part of the ultimate makes this ability not so fun. As in a teamfight it would be kinda annoying going in and getting sent right back out again.

Overall The kit does have some potential. Though certain parts of the abilities would make him not too fun to play. As well adjusting to the numbers might be something to look into. It is either that or perhaps lower the amount of damage he can do to multiple targets. I know this is short but I am just not on my best writing game right now. Either way thanks for looking over my champ, so I did the luxury of looking over yours. Hope this helps you.

Interesting champion, but I do see some problems.

When looked at on their own these abilities are well crafted. You've managed to quite effectively convey both his theme, persona etc. into these abilities individually. On that regards, very well done.

However, I do feel like while they are interesting and thematically sound individually, I can't really seeing them as a cohesive kit working together all too well.

His passive is probably the biggest problem. Don't take this personally, but it's a little pet peeve of mine whenever I see a chance based skill akin to this one. I can't really help but to aggravate myself endlessly over it. That being said, out of all the chance based abilities I've encountered, this has been the least cringe-y one I've seen. It does still make sense thematically with the experimentation so I guess the passive on its own it acceptable.

For the rest of his abilities I'm just going to say the same thing for all of them. Numbers are a little high, very interesting and well thought out individually, but don't fit too well cohesively.

I can definitely see some potential, but I think with Leopold what I'd like to see is for you to nail his gameplay theme as well as you have done for his character theme.

Hey, Im thinking of entering the CCOS, so I thought I would pop in for a review.

Lore/Art. First of all, I love that you made not only a character image, but also gave ability images, and they all look extremely top notch. As for the lore, I enjoyed Leopold's little burglary, and it showcased both his ult and his passive.

**Passive ** I like it, it is something memorable while not just being a stat boost and seems useful while not being overpowered.

Q It seems like a pretty normal skillshot, numbers wise I don't see anything wrong with it, even if it is kinda Xerath-y. My only worry is that it is a bit too narrow, if you could increase the width while toning down the slow to say, 1.75 seconds for tradeoff, it would be in a good spot. Another thing is that the charge mechanic may make it to where the player doesn't want to waste them on his Q but has no choice. Also, the cooldown even at level 1 is kind of absurd.(Another problem I have is that you never specify bonus or total AP on the abilities so I can't really judge them right.)

W Seems like a pretty cool ability, however, it could screw up allied divers, and I am unsure of how long the teleport would last. Other than that, seems like an ok nuke.

**E ** Is basically Annies E, except its better cause it gives mana and can help teammates. It seems a little OP for how long it lasts, if it could be balance to return magic damage as mana that might be better.

R I do have some problems with the ult. First, the cooldown is way too short for it to be a global ability, either reduce the range or up the cooldown. The 10 seconds thing is kinda dull and removes almost all the risk he takes by using it. The damage is eh.

(Suggestions/Ideas I came up with: If you remove the damage on his ult, and he instead sends any enemies caught in the blast back the their base, I think that would be really cool.)

I'm very glad the judges liked my concept enough to give it 3rd, as I've never scored in the top 5 before in any contest. I'm going to be sure to use their advice to further advance and work on this concept. Again, congratulations to all who participated in the CCOS this month!
