Rimeling is not a champion, he is a Chosen. Chosen of Estria is a fan fiction that I have created in a universe totally separate of runeterra with it's own story, planets, and factions.

Lore: Deep within the Frozen Lands of the planet Cortus dwells Rimeling. He inhabits a dark cave as his eyes are sensitive to light because he can see in any darkness.

“The City of Lights…a, a nightmare! and the lights inside of those…humans…sickening. I cannot rest until that city’s light and all of those people are put out like the dying flames they are. I will bring a frigid cold to their city and to their hearts in hope that they freeze to their miserable deaths.” -rimeling

The council’s decision to make Rimeling fight in the games was to protect those people by keeping him a fatigued state. Rimeling used to be a passive creature, remaining in his cave and not bothering any who would not bother him. But the city grew and with it so did the lights, it started creeping into his cave burning his eyes. The council knew that with his abilities to instantly cause a frost age and murder thousands they had to suppress him.

Passive: Frostbite Rimeling's basic attacks deal 9 (+2/level x % of slow on attacked enemy) true damage to slowed enemies ex. level 18 rimeling does 45 true damage on a slowed enemy, if they are stunned they are slowed by 100% so the true damage is increased to 90 true damage, if they are slowed by 50% the damage is increased to 67 true damage on auto attack

Q: Ravage
Rimeling's next auto attack deals 10/25/40/55/70 (+120% total AD) and healing Rimeling for 20% of the damage dealt. Ravage's cooldown is reduced by 50% of the amount of slow applied to his target when Ravage is used. Applies on-hit and resets auto attack. Cooldown: 8 seconds ex. 40% CDR would make his Q on roughly a 5 second cool down, if the target is slowed by 100% when he uses ravage the cool down would be reduced to 2.5 seconds. If the target is slowed by 80% the cd would be reduced to 3 seconds.

W: Cone of Cold Rimeling channels out a cone of snow on the ground over 2 seconds dealing 60/100/140/180/220 (+.6 AP) and slowing enemies by 26/38/50/62/74% while standing on the area Cooldown: 8 seconds

**E: Snowball **
Rolls a snowball on impact doing 70/120/170/220/270 (+.6AP), if it is rolled on his snow it will get larger, roll faster, deal 20/30/40/50/60(+.4AP) more damage (Dependent on roll distance), and stun enemies for 1-1.5 seconds on impact (Dependent on roll distance) Cooldown: 10 seconds

R: Snowstorm A snowstorm rages around Rimeling for 3 seconds dealing 150/300/450(+.7AP) damage overtime and causing snow around the area he walks slowing enemies by 20/35/50% Cooldown: 100/80/60 seconds

I love the kit, especially how his passive works. However, I felt like his Q could have had a small amount more depth to it. Besides that, he seems overall fine and it seems like a solid kit.

Well, based on his kit, it would be cool if the Q itself applied some kind of slow or form of immobilization. If his passive also applies to attack speed slows, that could be a cool interaction to have on it. However, I see how not having a slow would have its own benefits. Its name is Ravage right? Maybe make it's cool down reduced by half of the target's current slow % when used. So if they were slowed by 100%, the cool down of the move would be reduced by 50%. I don't know, it seems kind of isolated from the rest of his kit and doesn't interact with it much except for a basic attack that deals more damage and a heal to sustain himself.

Well i changed the Q a bit, think it seems balanced? i nerved the base damage and increased the cool down from 5 to 8 seconds. but not it has the cool down for slows.
