Passive: Spiked Whip: Each time Cecil critically strikes an enemy, they take physical damage equal to 70% of his AD over 4 seconds. Enemy minions and monsters take 90% of his AD over 4 seconds.
Cost: 90/110/130/150/170 mana Cooldown: 17/15/13/11/9 seconds
Q: Stunning Strike: Passive: Cecil gains 15/20/25/30/35% bonus critical strike chance. Active: Cecil hits his whip forward in a target area. Enemies in the center are stunned for 2 seconds and take 90/130/170/210/250 (+0.65 AD), and enemies outside of the center are feared for 0.5 seconds.
Cost: 50 mana Cooldown: 5 seconds. (Comes on cooldown after Bait is used up)
W: Bait: Cecil plants a bag of delicious smelling bait for 3 seconds. Enemy champions who enter the ring of the Bait are charmed into it for 1 second and then the bait is removed.
Cost: 30/40/50/60/70 mana each second. Cooldown: 4 seconds
E: Intimidating Spin: Toggle: Cecil spins his whip like a propeller, dealing 120% of his AD in physical damage to all enemies in front of him. This ability can critically strike and while proc Spiked Whip. Enemy minions and monsters who come in too close are feared for 1.5 seconds. They cannot be feared again for 8 seconds after.
Cost: 120 mana Cooldown: 120/110/100 seconds.
R: Lion Cage: Cecil causes a square cage to crash in from the sky, dealing physical damage equal to 10/12/14% of the enemies hit maximum health to all enemies hit by the cages perimeter. The cage cannot be walked through and dissipates after 5 seconds or when Cecil reactivates Lion Cage.
Cecil has incredible lockdown power but suffers with a weak attack damage and movement speed stat. With his quick AS and AS per level, he would be played with an on-hit build. Focusing on BOTRK, Frozen Mallet, Black Cleaver, and Stattik Shiv.
