Give me feedback, and get this to riots attention, it would be awesome if it was adapted as a new champ
Some quick thoughts:
Passive - interesting mechanic, though I want to know what the radius and damage is; too small and it'll hardly be noticeable, too big and it'll basically be an active ability. Passives should really be in the background helping to augment a kit, not defining it completely.
Q: Dash or blink? Also, can this cross terrain? (guessing it will). Other than that it's a pretty standard engage tool, so not too much to write home about. Fairly balanced. Sounds a lot like 
Jax's Q, Leap Strike.
W: "Roots player champion" - I'm guessing she gets rooted? And it charges a ball of energy, so like 
Xerath's Q and ult in one package - except you only get one shot. Hmm...doesn't that clash thematically with an 'average build and height woman knight'? Also I'm guessing the ball of energy travels in a line, then, since it's a projectile, not actually a Xerath Q?
E: "Releases bubbles..." I'm not sure this is thematically sound, especially combined with the W ability, I'm not clearly able to envision what you want her to be. Also, is the damage or direction random? Hint: neither is helpful, since random damage could be peanuts or WTF JUST HAPPENED. Also if the point of the passive is to help with autos, why are 2 abilities now giving it stacks?
R: So this is like a Xerath ult. Again, not exactly original, and not thematically sound. That said I like the delayed damage part, since it does at least make it a little bit different from the Magus Ascendant's ultimate ability - Xerath does all his damage at once, whereas this 'average build and height woman knight' metres some of it out.
Overall the passive and Q look good, but the rest of the kit is a bit of a jumble really. You should provide more description, including regions, lore, scalings and if possible art. You also need to look at your concept again and decide a direction for this champion, because it's hard to depict what you're going for.
