Vindex is a champion I tried to create in a way that lets you build litteraly anything, based on your play style. He scales off both AP and AD in a way that makes him very versatile. This is my first champion concept so go easy on me :D

Base stats

Health: 570 (+60 per level) Health regen: 8 (+1.1 per level Armour: 30 (+2 per level) Resist: 37 (+1.5 per level) Movement speed: 343 Attack speed: 0.64 (+.21 per level) Energy: 100 Energy regen: 13 Attack Damage: 62 (+ 2 per level)

Vindex's kit

> Passive - Hostile priority > Any enemy champion that damages you or any ally turret will be marked as hostile. You deal 5% more damage to this champion. The mark lasts for 6 seconds and cannot be re-applied for 4 seconds on the same enemy. > (Sub-passive) - Additionally, your critical strikes deal magic damage instead.

> Q - Spinning cleave > Energy: 40/35/30/25 > 3 second cool down > Passive - Gain movement speed worth 5% of your total AP and attack speed worth 10% of bonus AD > Active - Cleaves enemies in a nearby area dealing 60/70/80/90/110 physical damage. Enemies at the edge of the cleave receive bonus 40% of bonus AD and 50% of AP as magic damage. This can critical strike. > Additionally, enemies burn for 25% of your AP as magic damage over 4 seconds (in case it wasn't obvious, this effect wont apply without AP)

> W - Ripping slice > Energy 60/50/40/35 > 10/8 (at level 3)/4 (at level 5) second cool down > Active - Dashes to a location at 1600 speed + (70% of AP). The first enemy champion you hit is knocked up, dealing 40/50/60/70/90 physical damage + 30% of _ total_ AD and 45% of AP

> E - Tracker's Revea > Energy 50/45/40 > 25 second cool down at all ranks > Active - Reveals a small area within 2200 units of you. If you pass through this area, you gain 8% movement speed and 30% of AP as movement speed. This last for 5 seconds plus 1% of your AP. Your next basic attack burns enemies for 60% of bonus AD and 30% of AP as magic damage.

> R - Destroy Mode > No cost > 70 second cool down > Passive - This ability can only be used when you are below 30% HP > Active - Gain a shield worth 65% of your total health + 90% of bonus AD and 40% of AP (Shield lasts for 10/12/17 seconds). You also gain 30% attack speed and 25% CDR and 10% movement speed. These buffs last for 10 seconds (except the shield). At the end of the ultimate, it enters cool down and you gain health worth 55% of whats left of your shield plus 16% of your AP. You can manually end the ultimate to receive the heal but will also lose the buffs if 10 seconds haven't passed. >

Bio:

I have no in-depth bio yet, however I can tell you who he basically is.

> An innocent man of Runeterra is kidnapped and taken to Zaun where he is mercifully drugged and experimented on. When he waked up, he remembers nothing except the last moments he had before the experiment began. As he talked to the man who had taken him, he saw he had pain, regret, and mercy in his eyes. He had no pain. Soon he realizes that he has been turned into a machine, yet he had feelings, like a human, and he thought like human as well. However, he had forgotten everything. His name, his family, and his home were now something he had to search for, and while he does so, he does his best to make all of Runeterra a better place, traveling from place to place, helping with his new found abilities and weapons.

While I think there are some cool ideas here, I think you'd be better off picking either AP or AD scaling and sticking with it. Part of the point of having so many different champions, as I see it, is that each one fills a unique niche that they can make their own. I don't have time right now to look into it in depth, but my first impression is that the Ultimate is far too powerful. Maybe with some retuning it could work, but honestly it doesn't seem to fit the theme of the kit. Vindex strikes me more as an assassin/burst mage, and the ult as it is is something you would see on a tank (reminds me of TahmKench shield). In my experience, well-rounded champs end up being less interesting and fun than specialized champs.

Everything is very clearly written, though, which is definitely worth something. And the magic-damage crit mechanic might be something to build on, maybe try to turn him into a marksman?
