For an unknown reason, every five years, Valoran experiences the most devastating drought, a dustbowl streaking across the lands. It appears only every half a decade, and starts and ends on the Summer Solstice, lasting for an entire three months. Livestock die a hungering death, nothing grows or flourishes, and food is scarce, causing the nation states to ration large portions of food in preparation. Because of the epidemic, the populous of Valoran began to point fingers at what the causes were for the famine.

For Demacia, the farmhands turned their fingers to Noxus. The rumor-mill spoke that a local Noxian farmhand was deprived of his crops and livestock to fuel the Noxian war machine, and as a result he and his family died of starvation that season. He supposedly returned to Runeterra as a spirit, wrecking havoc upon the continent; no one will grow crops or raise cattle, as vengeance for his family's death. Because of this folk-tale, many Demacian's looked to Noxus for blame.

Noxians hold a similar grudge against Demacia, expressing that Demacia arranged mages to curse all of Valoran after the Second Great War, to weaken the other nations so that Demacia could strike at any given moment. Due to the accusation, Noxus sees Demacia at fault for the famine every half-decade.

Those in Zaun, Piltover or Bandle City however, see it as a scientific cause of the environment, affected by pollution and failure of farming methods, and are constantly researching the phenomenon in hopes of finding an answer to the problem. Of course, no one truly knows the cause of such travesty-- except for Shuriman myth.

According to ancient hieroglyphics, an ancient diety named Oasihl, meaning "Judgement" in ancient Shuriman, is the cause behind all of this. As it is described in the legends, he wrecks havoc upon those who will one day bring about the end of the world by destroying their livestock and farmland, but only every five years. Nomadic prophets of the desert say that Oasihl finds all of Valoran a threat to the world with their constant war and hate, as well as the invention of terrifyingly destructive technology.

But of course, that is only a legend.

#Overview

Oasihl is an AP/AD Hybrid Drain Marksman/Mage with lots of debuffs and range. While he cannot burst someone in a single going, he excells at ever so slightly tipping the scales in his own team's favor by slightly decreasing damage outputs and weakening his opponents. Avoiding his Dust will keep someone in the safe zone when fighting against Oasihl.

Oasihl leaves a trail of Dust in his wake wherever he travels, causing enemies inside the dust to have their healing reduced by 25%, as well as taking 5% more damage from Oasihl's attacks and abilities.

If Oasihl is inside brush for 5 or more seconds, the brush decays and dries up, causing it to no longer stealth units inside of it for either team, and allowing range of vision to travel through it. The brush remains dried up for 20 seconds and this effect has a 60 second cooldown.

Oasihl dries up the land around him for 8 seconds, the area increasing over the duration., causing brush to dry up while inside the area. This effect is 50% as effective for non-champions.

Enemies inside Dust while also inside the dried area take 20/30/40 (+40% AP) magic damage per second and have their healing reduced by 5%/10%/15%.

Pretty cool. Though in all honesty a terrible drought lasting an entire month EVERY year would pretty much put the city-state in constant famine. Plants need time to mature and having it right in the middle of the growing season messes things up real bad. Maybe something like every 10 years? Idk.

I can imagine this Champ having a visual effect with the River where it dries up around him as he crosses it.

I think this is an awesome concept! I only saw one problem. He doesn't seem to deal much damage at all, instead relying on the potential like 30-40% damage reduction/amp he can dish out in an ideal situation. I think that's fine and healthy, but he most likely won't be able to set up the perfect situation where he can continue to apply Dust to his lane opponent unless he has outside help. So I think you should make his Q like Anivia's- he can reactivate it to detonate it, so that the enemy potentially takes double damage with proper timing (because those bases areally horrendous). Much better fluidity and also helps him get some poke in, or blind people that are on top of him.

Otherwise, really really cool concept. I love how he can dry up brush, that is AWESOME. Makes sense thematically and is a cool game play feature. He has a crap ton of debuffs that seem to create a little too much hidden power. Awsome kit however. It looks like he's a little more reliant on basic attacks and his team to do damage which can be a little boring but this guy looks awsome. I suggest you give him a little more damage instead of being so reliant on his team.

I love this kit but his passive creating a trail of dust seems strange for a marksmen/mage. I mean it works for singed because he's a disruptive tank.

Stand back, I'm a certified hater!

Although I think I should probably turn in my certificate, because I'm loving the overall cohesion on this champion. You've gone full tilt with the famine theme and it's pretty neat.

In general, your abilities, including your total hatred of all things brush-like, are pretty solid, but it seems really off for an ADC to be so adept at debuffing an enemy's damage. It makes you way, way too good at winning trades in lane. I'd max E first just so I can go troll their ADC and beat the snot out of them, since an E-R combo means you die (no running - slowed, remember?). Oasihl overall seems like he's got it way too good in bot lane given how long he can make his autoattack range on top of that.

Instead of having such a huge focus on reducing damage, why not add a debuff that halts regeneration and possibly adds a small DoT? Being able to stop health and mana regen still fits the famine theme, gives Oasihl a niche against certain champions, and leads to a generally healthier gameplay experience instead of "sure hope you liked doing peanuts for damage, losers!"

It's also a lot healthier than a 1200 range ult that basically guarantees any champion in the teamfight isn't going to be doing their maximum amount of damage. Honestly, at that point, you could stop building Oasihl as an offensive character and instead go support-tank, which is an interesting build choice that PROBABLY isn't what you had in mind.

Otherwise, just tone down the overall brush-death effect. Maybe 20/60 instead of 60/180 so you can play around it more reliably. Keep up the good work.

He seems interesting...I feel like he's related to Aurelion Sol given his size and quotes that are similar (similar meaning talking about mortals as if they're rats)

The kit seems interesting too. Seems like he'd dominate in gold and below because players wouldn't realize to not be in dust (ffs).

I could see riot coming up with something similar...we'll see.

(On a side note, anyone got anything for the next champion? It's been a while since Taliyah now...)

I have an idea for the passive it's called I 'iner famine' it's a 3 hit passive that on the 3rd hit the target is slowed for 10% and is delt 10 to 55 true damage over time, but it can't happen to the same target for 10 to 15 seconds. If you want I make really good kits I can curtainly help you.

Is his passive similar to Singed Q? If so, then this guy has to be tanky for a marksman. I don't see someone running this guy mid/bot and then flopping around the enemies if he's squishy. Also, Singed's poison lasts for 3.25 seconds, Oasihl's is 4. I think it should be less crowd controlling if it lasts for 4. Grievous wounds deals 40% reduced healing from all sources and that's on a summoner ability and some items. If this guy has it built into his kit in his PASSIVE, then there's a problem here. Maybe drop it to 25%? And have it not stack with the ability/summoner spell. If they are in the dust, but get ignited, have the ignite take priority and remove the dust's 25% and re-apply the ignite's 40%

His Q's reactive shouldn't be 15% additional damage, it should but 15% reduced damage because he activated the ability when he wanted to, not let it run its natural course. (Long wait, high reward. Slow wait, low reward. You get it?)

The W is fine. Pretty well balanced with the numbers and the active doesn't really matter all to much since his passive is 4 seconds. Its not like you're sniping them from your nexus to baron pit.

Remove the 2nd sentence in the first paragraph on the E and the ability should be fine. Having an entire team CC'd by a discount exhaust just because you slowed one guy who was on top of you is kind of game breaking duly because of the damage reduction. I know their attack speed isn't slowed as well, but that's like Urgot having a Runaan's that shot 4 extra bolts instead of 2 and he has 2.50 atk spd. You could say, "Well not everyone is always going to be right on top of this guy and not kill him" but that's sort of already a problem. This dude's passive forces him to literally run circles around the enemies or constantly moving through them. But I digress from E

On his R, since it IS his ultimate ability and all, I believe it should also remove the Wanderer and Explorer mastery for whoever is in its radius during its duration. Just my suggestion.

I'm not sure being an Ancient Famine is the proper title for him. The Darkin are the Avatars of War, Pestilence, and Famine. If he was a spirit or race of the desert, which consumes fertile land, I think he would have a better place in the lore. Maybe call him a Dust Devil. Then he could be the disciple of the Darkin of Famine, Like Tryndamere's relationship with Aatrox.

As promised I am going to take a look at Oasil here. I can tell this has quite a bit feed back to it already. Still a deal is a deal. Anyways lets see what is in store.

Passive

What is see here is something that is actually pretty good. While the trailing part of the dust makes it so that it wouldn't be wise to chase him, it over all gives a feeling of leaving decay in his wake. Especially with it reducing the healing of targets within it. Being able to take out brush is quite the unique mechanic too and I like it. This does mean he does suffer a weakness of not being able to hide. He leaves a trail and then destroys bushes he is in. Being labeled as a marksman though this might hinder him quite a bit. Fantastic to say the least.

Q

In essence this is a simple ability. Like that straight line skill shot that all marksman are supposed to have. With it not only spreading dust but dealing a bit of damage and a small blind it isn't bad. The passive portion of this ability is a nice touch to be able to spread dust at range. When talking about the passive, one thing I noticed is the rather large AoE it has. If it is like I am thinking the dust persists for 3.5 seconds and having this spawn from an auto attack could have this spreading a crazy amount of dust. Which while I get that is supposed to match him thematically you also got to keep in mind of game play balancing. You can do several things for a quick patch up. Either lower how long this dust persists from the passive, increase the amount of basic attacks needed, or simply lower the radius of this dust explosion. Cause imagine when he is itemized for attack speed and being at max with a rageblade. There would be no end to the dust and little a person can do about it due to the current W.

W

Now this is actually an ability that is very similar to something I am currently working on with an ADC concept. Increasing the attack range of a champion isn't a bad idea. Though having it be unlimited range on a toggle is a bit scary. I could get doubling his attack range, but granting unlimited range is a bit silly. Cause I am just imagining something. Imagine Oasil here manages to send one of his empowered basic attacks to a target like Shen who is teleporting across the map. He gets to location to the opposite end of the map the attack hit him spreading the dust and then Oasil is able to attack him from top lane to bot lane. More along the lines I am bringing this up to help avoid strange occurrences like that. I say put a limit on his range by doubling it. Still a 950 basic attack range which is pretty massive.

E

The E here is a nice little debuff. Especially for a marksman. Being able to reduce the damage of the enemy I can see being quite handy. While it also increases in effectiveness based on with they are within dust or not is a nice touch too. Now I am going to assume the damage over time that comes with them being in the dust will already be boosted by 5% based on the passive, am I correct? Taking this into account though you got to know something about damage over time. Scaling for DoT's should be relatively low scaling. Keep in mind the damage is hitting multiple times. So within two ticks he would be dealing 100% of his AP. That would be 200% of his AP for having Starvation on a target the whole duration while within dust, on top of a 60% slow and a 5% damage boost to each tick. This is incredibly high damage based on scaling alone. I recommend tuning it down.

R

The ultimate is good thematically I will admit to this. I see him just spreading the decay all around him and have it continue to spread along. Here is where this unfortunately has some problems. The debuff the ultimate provides to enemies is something that is already applied in his kit by other sources, and they do it better as well. Like for example the damage reduction is already on starvation and you stated that it doesn't stack. Another thing is the reduce healing while within both this and the dust, but the dust already applies a stronger form of that anyways. In truth it is rather redundant and I would look into different debuffs that can provide the same outcome. Good parts about the ability is the fact that it steals health. Really speaks out for the name being famines toll.

Overall

So theme wise I do really like this champion. I think the passive is really unique being able to essentially disable bushes. Now while being a primary marksman I would say that it didn't hit the nail on the head. With all the debuffs that he applies you could say he falls under a support/mage category. Sure he does scale with AD and there is a pretty big part of his kit revolving around basic attacks, though I can see him being a bully in bot lane in a poke lane. As a carry I can't exactly see it. The kit follows with the concept quite nicely even if currently there are a few problems within my eyes. Hopefully this helps out a little bit with the design of things. Keep up the good work.

CCOS Review

Passive: I like this mechanic, as it seems very creative and has many gameplay applications, but I question if it's located on the correct champion. This is because it has very very limited offensive application, and is most effective if your enemies are chasing you while you kite. My issue with this is that in a straight-up teamfight, Oasihl is very limited in what he can do if his team is the one engaging (outside of landing Q). As to the sand-trail itself, I believe that a small, but stacking slow for staying in the sand is a better idea than increased damage, as it allows you to kite better (especially when combined with W, but we'll get there).

As to the second part of the passive - I like this very much as we haven't really had a bush interaction mechanic since (iirc) Rengar.

Q: Not too much to pick on with this ability except for maybe the inclusion of a blind. Given how good at dueling you already are (no matter if it was intentional or not), a blind on a DPS type kind of character makes it unreasonably difficult to fight them as another DPS type of character (my poor, poor Quinn. What she got was compensation, but they should have just merged the two blinds.), which is amplified by the menagerie of debuffs which make you a nightmare to fight (passive reduced healing/increased damage, E being mini-Wither). Additionally the splash sand puddle is huge (being effectively your standard autoattack range), being very difficult to escape from given your W exists, but is very abusable once (and if) you are able to stack Rageblade without being dogpiled because it then makes you virtually impossible to escape from.

W: I want to like this mechanic. I really do. It's a cool thematic idea - but it also feels very susceptible to abuse. The main thing that I would like clarified is if Dust also gives vision - if it does, then this is irredeemably overpowered, if not, then it's irritating, but also can be dealt with by breaking vision. I would like to suggest a max range cap on this regardless (say, 1200 units) so you can't minigun them once you have a decent amount of AS under your belt.

E: Hi, mini-Wither! This feels far too similar to Nasus's W for my liking. In addition it feels like you have too many debuffs on your kit, which can be a theme you can roll around but could potentially be overbearing on a damage dealer type of champion. I would suggest reducing the amount of damage reduction that your target suffers, but also increase your own damage by the same amount (since you are starving, or draining them of my power). If you also take up my passive suggestion to replace the damage amp there with a slow, you could also potentially remove the initial slow (but keep the slow while in Dust) as well.

R: This is the part of the kit I dislike most because it feels like a re-hash of things that already exist as part of the kit. I personally don't have any real suggestions for this, but there is definitely more that can go here, which offers a better, more rich kind of gameplay experience.

Summary: He feels (excuse the pun) really feast-or-famine. Oasihl has extremely poor initial range, but once he gets sufficient AS and stacks Rageblade, he potentially becomes extremely overbearing. He also feels very situational, where he has to become someone whom you want to chase, but also someone who (I feel, at least) doesn't pose a sufficient threat until he stacks Rageblade. Even then, his generally poor initial range and limited offensive capability means that Oasihl is very vulnerable to being dogpiled by the enemy team, and the lack of mobility exarcebates this problem. The theme is really cool, I just think that you could explore it further.
