The champion idea is around an extremely late-game support or mid champion. With low AP ratios, he benefits more from Items that grant him the ability to keep longer in the middle on the fight, so he can roll all 3 Curses up to maximun ratios and start destroying them.

What ability is the Curse of Weakness?

Also if he has bad ratios how can he be late game? And if you mean his abilities get extra strong from each rank put into them, that doesn't make sense either because Supports are supposed to not be reliant on levels.

Also a support who is late game isn't very good. ADC's need protection early game, so this guy fits better as a Mage.
