Quick Potential Kit Design - A Ki Blocker/User?

[Champion] is a person capable of manipulation Ki, and the Ki within a person's body. Most likely a Fighter or Slayer concept.

Innate Passive: Once every [I] seconds, [Champion]'s next basic attack will deal [II] bonus magic damage and placed a Ki Block on the target for [III] seconds. This Ki Block prevents the target from receiving any healing effects from healing, regeneration, lifesteal, or spell vampirism. The Ki Block can only prevent up to [IV] healing before it is diminished.

First Ability: Passively deals [V] bonus damage every 4th hit and lowers the cooldown of the innate passive every fourth hit. Active increases the attack speed by [VI]% and slows the enemy on every 4th hit for [VII] seconds. Active lasts up to [VIII]. Moderate-Short Cooldown.

Second Ability: Throws up a Ki barrier around himself for 0.75 seconds, absorbing the next damaging effect from an Enemy Champion or Epic Monster. If he absorbs the spell, he immediately counter-strikes by dashing to the target to deal [IX] physical damage to them. If a strike is made, the cooldown of this ability is lowered by [X]. Long-Moderate Cooldown.

Third Ability: Explodes outwards with Ki, creating an area on the ground around them that lasts for [XI] seconds. While on the area, [Champion] receives [XII] increased healing from all sources, can move through units, and the cooldowns of his basic abilities recover [XIII]% faster. Long Cooldown.

Ultimate Ability: [Champion] marks a target he can see within [XIV] range with a Ki Disruptor. The mark takes a second to form, and lasts for [XV] seconds after it does form. [Champion]'s next basic attack will deal [XVI]% of the target's maximum health and render them unable to use abilities that require the use of their resource bar for [XVII] seconds. This still allows them to use abilities that do not require resources to use, such as Kennen's Maelstrom, Vladimir's Transfusion, Riven's Broken Wings, etc. If the ability requires health, mana, energy, or any other resources to use, it cannot be used while they are disrupted. Long Cooldown.
