Skin concept (azir, halloween)

Well since Azir hasn't gotten a skin yet. I think it would be a great idea (since Halloween is coming) to make an Azir skin based on that. Azir should be like a Skeletal Emperor with robes and jewelry etc, not your average skeleton. His soldiers will be various Halloween themed soldiers such as more skeletons, zombies, ghosts, vampires, clowns, demons, you get the point. Depending on the amount of new soldiers and the look of Azir as a Skeletal Emperor with new voice overs recalls and particles, this skin should go for 1350 to 1820 rp.
