When you first launch the game you will see Ryze the rune mage Available now But under it its says (The rune mage has re-emerged from his retreat to the pbe refreshed reworked and REALLY BALANCED) You catch that (really balanced) Lol rito know how to play the mind games probably better then shaco him self

Why would Riot intend on Ryze being OP? Besides, that could mean UP also.

The real, not suspicious reason that they put that is because Ryze has had a problem of being OP or UP but neither most of the time.
