[Champion Concept] Cetus, The Abyssal Guardian
I'm no artist so work with me and try to imagine the lovechild of Cthulu and Vel'Koz. He wouldn't have legs, so much as he would undulate like Nami and Vel'Koz do, just a bit above the ground, except in his passive where he sets himself on the ground and slides like an octopus would propel itself.
Cetus is a lovecraftian beast from the darkest floor of the oceans. He hoards and protects the sunken treasures of the sea; destroyed ships, lost cargo, the occasional unfortunate diving thief. Cetus zealously guards everything he has collected and will stop at nothing to catch any would-be thieves. Even going as far as to sink a schooner off of the coast of Bilgewater; earning himself a reputation with the locals and becoming a tale of caution for those that would attempt to pass through his cove.

Guardian of the Depths
When in the river gain large movement speed, armor and magic resist that decay rapidly after leaving the river.
Any time AG grabs an enemy with his tentacle arms he can pull himself to them by left clicking on the particular tether that is attached to them. This will break any currently existing tethers. This ability has a

passive but with more set up and less bush)
Q:Deep Sea Pulse Low CD; sends out a pulse in a huge area of effect. The pulse moves slowly like a big ripple that distorts the terrain and deals low magic damage. Creates a projectile that can be outrun without any stacks. Scales badly on AP. Once a pulse hits an enemy AG gains stacks. These stacks reduce the CD of his Q and increase the speed of the following projectiles.
W:Guardians Grasp
Attaches a tentacle arm tether to an enemy. The tentacle remains on the enemy for 7 seconds. For those 7 seconds AG steals armor and movement speed, these gains increase with rank. After breaking the tether stolen armor is immediately recovered. Tether break range like
ult. Placing a tentacle has a .1 second CD but cannot be used against the same champ for 10 seconds after the tether is broken, there is no cap on how many tethers that can be had. The grab range is tiny (
ult).
E:Submerge AG dives down and reappears at target location, does no damage but slows in an area of effect where he surfaces.
R:No Escape
Snaps all tentacles inwards pulling in all enemies with a tentacle on them like a multi-targeted stronger
E. This ability will always place the targets directly on top of AG.
He would be best as a jungler where he could maneuver between camps quickly via his tentacles and passive and could clear relatively quickly by mashing Q.
