Mercury treads could maintain their value for lets say that Fiddles Fear, Soraka Silence, or Ahri Charm... that one ability on the enemy team that can ruin your game.

A pair of boots where they dont really reduce the first CC as much as mercs or but will be slightly more effective when hit by another in quick succession. If hit by a third it becomes tremendously more effective stacking up more and more with every CC applied to you to a reasonable cap.

1st CC you would benefit from a base tenacity of about 15-20%. If the second CC hits during or within 1-2 seconds whithin the first CC then it could scale up to 35-40% tenacity, then with the third giving say about 55-60% tenacity all the way up to lets say about 80% or so. However after the 1-2 seconds following the last CCs duation you lose all stacks. Point being a trade off to mercs where if you think you might be perma CC'd you get more of a window where mercs is better in situations where the CC is going to be in increments.

a passive effect that rewards poor play and punishes correctly layering cc. couldn't think of a worse idea. not only that but merc treads already exist to mess up cc chains and allow for the user to escape.

but even ignoring all the blaring issues this has. to be effective or worth the gold to buy you would need to be it by 3 separate cc abilities. the vast majority of the time this would be a strictly worse version of merc treads except in the extremely small amount of times you are in a situation where you are hit by 3 different cc effects in which case you are fucking dead.

I'd agree to make an item to counter high CC comps that can keep you CC'd for a long time, even if it's not a CC chain. An item mostly meant for melee tanks with a lack of mobility so that they don't have to rely on other tools (for example flash) to reach the enemy team.

Probably a passive that would give 5% tenacity and slow resist per second (up to 50%, multiplicative with other sources) while you are CC'd, lasting 4s and refershing while on combat. This passive would still be weaker against CC chains than mercs, as it'd take 6s of being CC'd to get same tenacity.
