AD Bruiser item to combat Tanks that doesnt just put a bunch of bonus true damage into the game.

For the record I dont hate tanks or bruisers, and I happen to prefer playing more supportive champions like tanks.

Cursed Blade of the Executioner. 30 AD 400 Hp 20% cool down reduction UNIQUE Passive - Rage: Basic attacks grant 20 Movement Speed for 2 seconds. Kills grant 60 Movement Speed instead. This Movement Speed bonus is halved for ranged champions. UNIQUE Passive - Torment: Spells burn enemies for 3 seconds, dealing bonus magic damage equal to 1.5% of their maximum Health per second. Staying in combat for 10 seconds ends this effect which is replaced by "Agonize". UNIQUE Passive - Agonize: Staying in combat with enemy champions for 10 seconds allows you to apply stacks of Agonize with your attacks. Targets with a stack of Agonize receive grievous wounds and 50% of your pre-mitigated damage dealt is increased by 20%, in total being dealt as magic damage over 3 seconds.

The effect of the item is to encourage fighting as agro as possible giving cdr to use spells more applying "torment" as much as possible. If one manages to stay in combat for 10 seconds(assisted by the DOT damage from torment) then they would hear a sound effect that basically says "ALL IN" as all your damage will be empowered by 10% total pre-mitigated damage and applying grievous wounds. To an AD champion this is invaluable if they are fighting a champion that is building armor since what will be a total of 60% of your damage will become magic damage. Lastly the magic damage portion of your attacks being spread over 3 seconds(20% your total pre-mitigated damage a second DOT) means the grievous wounds will stay applied for 6 seconds after your last attack rather then just 3 seconds. As a bonus hidden benefit it will make it look like you are doing deceptively less damage but then the DOT damage builds up and the target just melts, perhaps too late by the time they realize. The swap from "Torment" to "Agonize" after 10 seconds in combat and the addition of "Rage" allows this item to be more then just a tank killer. It allows it to be effective against squishier champions as well so long as "Agonize" is active, since grievous wounds and magic damage is good against them as well. This way the item is useful beyond laning with an armor stacking tank.

The counter play for tanks to "Torment" and "Agonize" would be item 3194. This is very healthy counter play in my opinion as building it would only change how the lane is played rather then flat out allowing the tank to then over power the champion building the CBE. Reason being is yes it would be very good against CBE's Passive magic damage however you must remember this item if for AD champions and its base stat is AD. "Agonize" takes 10 seconds to activate so the bruiser/diver wouldn't be screwed, they would just need to change their approach from being agro as often as possible to doing short trades which they are more likely to win since the tank didn't build armor, the tank built magic resist... while the bruiser/diver is doing mostly Physical damage so long as "Agonize" isn't active. See what I mean, the item can be good, has counter play, but the counter play doesn't nullify the items effectiveness, it only changes way the lane must be played.

Decent item...just one thing though:

What stops me as A tank (we'll say for example, DrMundo since his E makes his autos hit like mad) from buying this item as a more aggressive choice in his otherwise full tank build, and running you over by being unkillable, really difficult to run away from (cleavers + Phage + Ult = glued to most champions) and impossible for any sustained damage champion to fight in most cases since he now has even more %hp damage?

Because I promise you, I'd run this item on any tank I could see it viably working on, and it would make them op.
