Pantheon, The Aspect of War

Pantheon is a great champion. His kit is honestly fine other than one glaring problem. Any champion with on target abilities gets critical aclaim for being "one dimentional", "no skill" or otherwise kindle the in game flame on both sides. I'd like to see more all skill champions in the game and I honestly can't think of a better candidate than one with an leap stun that blocks the next attack or turret shot... I'm not really looking for input just support or dissent. That being said here is my idea for an Pantheon rework:

[PASSIVE] Agies of Zeonia/Heartseeker Strike Pantheon's abilities critically strike low health enemies health, Pantheon takes less damage from projectiles. (Critical for 30% [+20% with IE] bonus damage vs enemies below 8-25% health) (8-25% reduced damage from projectiles)

[PRIMARY] Javelin Toss Pantheon hurls his spear in an ark dealing aoe on impact. (Skill shot similar to Xerath ult projectile with smaller impact)

[SECONDARY] Fray and Flay Pantheon holds position and sweeps with his sword in an arch 1-5 times. (Half circle around him similar to Sejuani's w arch) (0.6 to 1 second cast time)

[TERTIARY] Shield Slam Pantheon hurdles minions knocking back and stunning enemy champions on impact. (Maximum 3 minions targeting similar to kled ult) (Stuns in a cone increased slightly around enemies struck) (Without small monsters or minions cast on large monster or champions is at melee range)

[ULTIMATE] Grand Skyfall Pantheon targets a location leaping into the sky and landing there after a short delay. (Global range, cast time increased by range, 1 +1 second per 2000 range, 2 second land time; making short ranged ults possible)
