[Champion Concept] Kyrill: Master of Time

So a thought occurred to me recently, there are two time mages in the league, Zilean and Ekko, however neither have any unique mechanics in the means of really controlling a battle or give the feel of controlling time. While both of these champions have area stuns and battle reset potential, neither really hit the mark of really controlling time. I became inspired by two things when developing this paper kit. The AOE patterns of the Final Fantasy Tactics series, being able to hit enemies or allies in range of the cast zone, and the specific roles/advantages/risks included when using a time mage.

Kyrill: Master of Time
Passive: Last Hasten (Last Quicken)|Upon taking damage that brings you below 25% health refunds 50% of the cooldowns of all basic abilities.
Q:Fracture (Demi)| On Target: Root target enemy for .25 seconds, Reducing their size by 10% for 1-3 seconds, dealing magic damage equal to 10-30% (+1% per 50 Ability Power) of target's current health.
W:Entrap (Slowaga)| AOE: Slow the movement speed and attack speed of all units by 3-15% (+2% per 50 Ability Power) and slowing the projectile speed and cooldown of all units by 2-10% for 10 seconds in a large area.
E:Energize (Haste)| AOE: Increase the Health, Mana & Energy Regen of all units by 5-15 (+1 per 100 Ability Power) per second and increase their movement speed by 1-5% (+1% per 100 Ability Power) for 10 seconds in a small area.
R:Hasten (Quicken)| On Target: Refunds 15/30/45% of target ally's basic abilities.
