I've seen more than a handful of rework ideas for her, and it just feels like they don't really play or understand how easily She'll die no matter what steroid you give her for an ult.

Passive - Increase max stacks to 5, hitting a lane minion or jungle will refresh the buff at its current stacks, now able to stack to 2 on minions Any damage taken or given against the same target reduces riposte's cd by 0.5 seconds

Q- Lunge: Dashes forward up to 600 range. Change from point and click to skill shot, instead of using a 2nd one within 4 second or having it be forced to hit something in order to get a second one, instead lower the cd to 87/6/5/4 seconds and mana cost to 30, and now make this ability with charges. 2 charges max

W- Riposte: Remove the 15 ad at lvl 1, mana cost removed. : Fiora parries the next enemy basic attack within 1.5 seconds, with a successful parry she has an addition 3 seconds to reactivate riposte, if the target is within 200 range they are stunned for 1 second, if the target is between 201-450 fiora dashes to the target and snares them in place for 1.25 seconds

E- Burst of speed: Untouched

R- Bladewaltz: damage on this needs to be gutted. going from 125 / 255 / 385 (+ 90% Bonus AD) to 100/150/200 (+70% bonus AD) any targets hit with ult will be marked when Fiora finishes her dashes for 5 seconds, any damage dealt to marked targets causes an additional 25/50/75 true damage per hit

Being able to refresh stacks on passive on minions gives her the needed sustain for in lane while trading, the 2 stacks in jungle gives her some sustain although not much.

Lunge gets the much wanted escape mechanic and turns into an amazing team fight ability if used properly

Riposte finally gets the cc and duelers love it should have, as thats exactly what a riposte is, teaming with the passive and removing it's mana cost, means fiora can actually trade in lane

Saw no reason to touch burst of speed, people want free run speed on use rather than on hit, oh well

Blade waltz gets its damage removed for counterplay, fiora can now still ult during team fights and not be the first dead, it gets her out harms way, adding in the mark gives her the chance to get her damage back while allowing the counterplay to cleanse/qss/mikels

Seen so many people try to get rid of her ult and give her the URF style ult Guinsoo posted ages ago, I just don't see it working as Fiora will just blow up if near a team fight, duelist or not, she shouldn't be regulated to a split push and never team fight play style.
