Question to RIOT about player made concepts

Searching through the boards you can find a lot of players made champion concepts and some item concepts. Some of the made poorly made, but some are pretty interesting and might work with some changes/balances.

So here is the question, is there a chance for a champion or item concept created by a player to actually become a part of the game?
