Really need to fix the crafting system

I really don't understand this. Why is it, that when I re-roll three skin shards into a skin permanent, I get a skin for a champion I don't own? Like, seriously, after already combining three shards of skins for champions I don't own, I just get more shit for champions I don't own and it's completely useless to me.
