Here's a bad idea

A melee champion, whose AA does % max hp true damage. Literally every AA would act like Vayne's silver bolts, but their AA is their only source of damage. They can't buy damage, crit doesn't work, buffs don't work, the only thing they scale with is AS and all of their abilities are purely utility.
