Veigar has nothing

Absolutely nothing to stop or engage his opponent now that his stun has a delay. Just played against a Cass who went 0/2 by lvl 3. Gives me an advantage right? Nope, she literally walks at me spamming spells and there is not a god damn thing I can do about it because she or anyone else can just walk passed the stun and keep hitting you. He has nothing to fight back with unless your opponent is so incompetent as to stand still. It makes him stupidly easy to gank as well. Anyone with a gap closer will be on top of him before the stun even activates. Imagine if Ashe or Jinx or Ezreal had a .75 sec delay on their ults and it painted a giant red path across the map before they fired. You wouldn't hit a thing with those ults and they'd be worthless and yet this is the solution to Veigar's stun?
