He simultaneously has the highest pick and win rates in top lane Essentially why he is so good is because he really does everything. He can push and clear well. His lane isn't super strong but his passive makes him farm well and he is hard to gank, and sets up ganks like a champ. His TP ganks are insane, and his kit makes him excel in the mid/lategame both at general teamfighting and at making picks (which is a very good way to win games since death timers are so long now)

He's also fairly good at support, and has less than 20% of his games as jungle, the role he was designed for

So overall, he's very strong, doesn't have well defined strengths and weaknesses, and isn't good where he should be good. Change is needed.

He's...really popular and has a surprisingly high win rate for apparently not doing anything?

i think it has something to do with his wave clear, honestly if they nerf that i believe riot should do something like

e dmg does 70% to minions

this way it doesn't affect his team fighting powers and jungle clear

He is a really powerful support. He offers a bit too much cc to be one of those supports that you simply wont be able to kill.

He's got a high win and play rate. He just has way too much damage for the amount of cc and tankiness he brings to the team. He synergizes extremely well with Grasp of the Undying, cinderhulk, and zz'rot. A small hit to his E is a step in the right direction. Do wish they could do something to make him more viable as a jungler again...
