Is that a confirmed future Volibear rework?

When i read a new short story,Silence of the damned,i was intrigued about one moment.When i read it in second time,i get it,Riot's games tell us about a Volibear's future visual or maybe even gameplay rework.And by my opinion,him rework will happens after new champion after Mordekaiser rework,because it's little strange what Riot's tell us about Voli now,is it?
