I remember Riot saying if you can think of a new summoner skill to let them know.
So the new summoner skill would be called Dead Eye.
It will make all of your skills and attacks only hit on the target you used dead eye on and ignore other targets. For example if you used Quinn's q ability then it would not proc on the minion, but it would proc and hit the blind on whom you used dead eye on. This may make it a little too op, but if the skills and attacks would do splash damage or damage to any other enemies then it would do a 10% of that damage as true damage after a delay. Note: it does not make your skills homing, skill shots will still be skill shots, but deal damage only to the person designated Dead Eye on. A duration of 30 seconds would seem to be fair. It would be a range as long as the scrying orb totem, its called Dead Eye for a reason.
Why do I think this is necessary? It would actually give a power boost to Champs like Karthus and Blitzcrank Can you imagine a Karthus hitting Q's with the increased damage and his defile, negated splash damage in trade for true damage that gets taken away from minions and given to the targeted champ? Or even his ult? Use Dead Eye then ult extra 10% damage in true damage delayed damage after for each enemy hit gets to like 40% damage in true damage, sure the mr and stuff will effect the damage but in theory still a crazy concept.
Blitzcrank is kinda obvious in my opinion. It would take away the counter play of hiding behind minions giving Blitzcrank extra lane pressure. And in conjunction with his ult in minions after grabbing, he will deal extra damage in true damage to the champ, meaning better kill potential than if the Blitzcrank had ignite.
I mean this could be potentially used by any champion in the game and have a positive impact when used properly, just like all the other summoner skills.
I think it would be a cool addition to summoner skills. It would really be a skill reward based summoner skill.
That summoner spell would make her ult from a poking tool to a legit execute.
