I think she would make a lovely assassin support.
We already have enough "spell blades" in mid lane, and a kit based off CC themed from her lower half and spike damage from her sword and magic could probably be made very interesting.
I am a little concerned that she doesn't have enough breaks in her concept art to make for a clean profile, so all of the lovely detail might have to be simplified in the skirt and hat.
