Are Custom Skins allowed?
I know that there are tons of websites to download custom skins, and I know that if I used one I'd be the only person who could see it, but is that ok? I don't like breaking the rules. xD

It isn't breaking the rules, not like you are using a direct copy of an official model like Northern Storm Volibear, at which point you would be basically stealing a product from riot.
Ok thanks, I just saw some cool custom skins and was curious.
Annihalate is right, I used to spend just as much time downloading custom skins for Unreal Tournament as I did playing the actual game.
