[Champion Concept] Shaltoc, the Wizard-Scholar

CONCEPT BACKGROUND
I posted a champ concept a while back that was way too complicated and didn't seem to get people interested, so I went back to my original basic idea to try and come up with something more simple that would still be unique and bring something new to League. My basic idea is two-fold:

Finding a way to incorporate more than 4 static spells using 4 keys. This has already been done in some ways with champs like Elise, Nidalee on the one hand, and Karma and Shyvana on the other. The former are champions who shape shift to gain a whole new set of abilities, the latter are champions who have a way of powering up their abilities to give them added effects.

I want to find a way to combine abiliities together to make new spells. That's the main idea behind this champion's lore: a scholar of magic who seeks to find magics that are compatible enough to mix together. There are a lot of different pieces coming together to paint the picture of this champ, and I would appreciate feedback on any part, although I am most interested in the mechanics of the kit. I hope you find this champ as interesting as I do!
LORE
_Author’s Note: For the purpose of this lore, Summoners actually exist and function much like they did in the old Institute of War. This Lore could easily be gutted to be vaguer and more mysterious and less involved, but I like the idea of bringing new champs into already existing lore, even if that lore is shaky at best. _
The mysterious enigma known as Shaltoc may have once been a man, but his knowledge of magic and cosmic powers has transformed him into something else entirely. Now a being of immense power, he has learned to combine magical energies in ways no one before thought possible. Though his past and age remains shrouded in mystery, rumors began to surface about his recent adventures on Runeterra. The Solari began to see a mysterious figure on the slopes of Mt. Targon, a being shrouded in shadow yet content to be noticed. At first they thought it to be the being Malzahar, until scouts confirmed sightings of him in Shurima Desert. The Visitor would make no hostile action against bystanders, and seemed to simply enjoy observing the rituals. Any efforts to dispatch with the unwelcome guest proved fruitless. The Solari soon determined that the intruder DID have familiarity with the void, and called upon their Champion Leona to return from the League of Legends and dispatch with the intruder. As the Radiant Dawn returned home, the intruder waved excitedly, slowly fading into nothingness. No traces of the being remained, and no there were no sightings for several years. Dumbfounded, Leona decided to track down the Void-Walker Kassadin, who confirmed that a “shadow being” invisible to all but him had been doggedly following him for several weeks. Kassadin described it as “a tireless being, like an incessant child who follows you everywhere you go but is too shy to come anywhere near you. I even attempted to traverse void-space to catch him by surprise, but he was always waiting for me at the other side.” By now some of the more prominent Summoners within the League of Legends had caught wind of this mysterious being. It would take a series of incidents within the League itself, however, before they would take action. On a single day, Yasuo was found trapped in a twister emanating from his own blade, Malphite was found fused by a mysterious spell into the terrain of Summoner’s Rift, and Kog’ Maw stopped eating. The League had had enough. After studying the magical residues left over from these incidents, they designed a summoning spell that would hopefully draw out the perpetrator. As they made the final preparations and began the summoning ritual, the Caretaker Bard suddenly appeared and diffused the would-be spell. This elicited an outcry from the summoners, who demanded that they be allowed to confront the mysterious and unwelcome guest. Bard nodded in response, opening a small gate. After a collectively held breath, the being appeared through the gate. Shaped like a man, but seemingly made of a translucent shadow energy, it introduced himself as Shaltoc, a scholar of magical energies. Bard shook a scolding finger at the being, then vanished in a flash of cosmic energy. Shaltoc smirked with a face of shifting shapes; the Summoners were less than pleased. They demanded to know the purpose of Shaltoc’s visit. He explained that he was searching for magical energies that were compatible enough to be combined into new types of spells. Having determined that Yasuo’s wind technique and the rock energies of Malphite’s homeworld could act as each other’s complements, he came to the League of Legends to learn more and see if he could combine them. Seeing this as an opportune time to demonstrate some newfound magic, Shaltoc released a wave of energy that shattered the ground beneath their feet and lifted them suddenly to be suspended in air. Perceiving a threat to their lives, the Summoners retaliated with a flurry of spells to subdue Shaltoc. The spells connected, but not before Shaltoc released a powerful blast of energy that blew the entire crowd back. With bodies flung to all corners of the Rift, the dust settled, revealing a barely scathed Shaltoc, who seemed genuinely pleased as though he had just performed a successful experiment. As the Summoners recovered and regained their composure, Shaltoc studied the energies of the Rift around him. After a moment of contemplation, he proposed a deal with the League: he would refrain from unwanted magical experiments throughout Runeterra, as long as the League allowed him to remain and studied the magics present there.

ABILITIES
Passive: Elemental Balance Shaltoc employs four magic energy types: earth and wind, light and void. Damaging abilities against enemy champions apply Elemental Affinity, either in the direction of free elements (wind and light) or heavy elements (Void and Earth), stacking up to three times in either direction. Applying Free Affinity to enemies already affected by Heavy Affinity will simply remove one heavy stack instead of applying a free stack, and vice versa. Basic attacks against do not apply initial stacks, but every other attack against an enemy with stacks already applied will add another stack to those already existing. Successfully applying three stacks triggers an effect. Elemental Revelation-applying three Free Affinity stacks creates a vision-beacon over the target for 4 seconds, granting Shaltoc limited vision around the champion. When within 1000 units of a vision-beacon, Shaltoc gains 75 movement speed. Elemental Anchorage-applying three Heavy Affinity stacks triggers a spontaneous eruption of dark earthen energy around the target, stunning the target for 1.5 seconds and rooting enemies in an area of effect around the target for 1 second. Targets are immune to Elemental Affinity for 10 seconds after the effect ends. Q: Chain Lightning Cooldown: 8/7/6/5/4 seconds Mana cost: 65/70/75/80/90 Mana First Cast: Shaltoc begins gathering light energy within himself over 2 seconds, increasing the range of Chain Lightning (think Xerath Q). After 1 second, his movement speed becomes slowed by 15%, and he can cast one of his other abilities to combine it with light energy for an increased mana cost (80% of the total cost of both spells). Combine Casts put the other spell on full cooldown and Chain Lightning on 75% cooldown. If Shaltoc takes no action after 4 seconds of channeling, the energy dissipates and Chain Lightning’s cooldown is reduced by 50%. Second cast: If Shaltoc recasts Chain Lightning alone, he releases a bolt of lightning in a line that strikes the first enemy it hits. The energy then spreads to nearby enemies, dealing 40/50/75/90/110 (+.5 AP) to all affected enemies and applying a stack of Free Affinity. Deals 75% damage to minions and monsters. If Shaltoc charged up for at least one second, and at least 2 champions were affected by the spell, all affected targets are stunned for 1 second. W: Earthen Armor Cooldown: 14 seconds Mana Cost: 75 Mana Shaltoc encases himself in earth-magic, increasing his armor and magic resistance by 10/15/20/25/30. As long as the barrier persists, Shaltoc’s basic attacks apply a stack of Heavy Affinity (normal passive procs on every other basic attack are removed). The barrier is maintained by three elemental focal points. One focal point breaks whenever Shaltoc lands a basic attack and whenever an enemy lands a basic attack on him. The barrier dissipates after 5 seconds. Combine Cast: If Shaltoc casts Earthen Guard while charging Chain Lightning, he instead casts Earthen Vanguard, a modified barrier with two extra focal points. Instead of applying Heavy Affinity stacks, Shaltoc’s basic attacks deal 15/20/30/40/50 (+.3 AP) bonus magic damage. E: Void Blast Cooldown: 18/16/14/12/10 seconds Mana Cost: 85 Mana Shaltoc fires a blast of void energy in a line that collides with the first enemy it hits, dealing 80/90/100/110/120 (+.9 AP) magic damage, slowing the target’s movement speed by 20% (+10% per 100 AP) and applying a stack of Heavy Affinity Combine Cast: If Shaltoc casts Void Blast while charging Chain Lightning, he instead casts Pure Blast, a modified blast of energy. If it collides with a champion, it adds a stack of Elemental Affinity if the target is already affected, deals 50% bonus damage, applies the same slow, and grants Shaltoc stealth for 6 seconds. While stealthed, Shaltoc can move through units and gains 30% increased movement speed. R: Gale Force Cooldown: 120/110/90 Mana Cost: 100 Passive: The Range of Elemental Revelation’s speed boost for Shaltoc is increased by 500/1000/1500 units. Active: Shaltoc hurls a giant orb of Wind Energy that deals 150/300/450 (+.7 AP) damage to all enemies it passes through. If it hits an enemy champion, the ball explodes, dealing the same damage and knocking back all enemies in an area behind the target. The initial target is also knocked back. Enemies that are knocked into walls are stunned for 1.5 seconds. Gale Force applies two stacks of Free Affinity to all affected enemy champions. Combine Cast: Shaltoc must charge Chain lightning fully (at least 2 seconds) before he can cast Show of Strength, a ground-targeted area of effect spell that deals instances of magic damage (one of each type) every half second for a total of 200/400/600 (+1.2 AP) over 2 seconds. Show of strength removes all Elemental Affinity stacks from affected targets. If an enemy champion is hit by all four instances of damage, the target is stunned for 2 seconds.
IN-GAME
Shaltoc is a scholar at heart. He wants nothing more than to keep discovering new magical techniques and ways of combining them. He is unperturbed by pain or death. For reference, I sorta loosely based this idea off of a character named Canas (druid) from one of the Fire Emblem games on GBA.

VISUAL I guess I kind of visualized someone a lot like Canas from Fire Emblem (who was the inspiration for his personality), but I don’t want him to be completely human. The idea is that exposing himself to so many different types of magic has turned him into something partially MADE of magic. This is where I would start
