That would give nothing new to Vlad though. He already has red particles on other skins.

I was thinking the other day that a Blood Moon Emperor Tahm Kench would be cool. Like dressed up in ceremonial red robes with the little fez and blood moon particles.

Not really. Japan has a higher occurrence of frog/river/fish demons than bird demons (as in, most bird spirits are typically good aligned), so a Blood Moon Kench would make a lot of sense. Think No-Face from Spirited Away or Sha Wujing in his river demon form from Journey to the West.
